Cruelty is directly related to intelligence, and the Zootopian's have plenty of that. There is nothing in the film to imply that the citizens there are less inclined towards these sort of things than humans are. I mean, hell, there is a literal murder threat in the film.
Tool use and smarts are the big human skills, and the mammals have those as well. Humanity would be on a even footing with Zootopia.
If you are looking for an excuse for conquest, you might have a better time focusing on human industrial production, rather than inherent biological abilities. Being able to equip large groups of tall bodies, without having to make custom sized equipment, would make human mobilization far easier than Zootopian mobilization.
But the idea is a bit of HFY wankery anyway

I imagine that they're rare. I know Byron and ridge have said that interspecies relationships do exist, but they also say that zootopia is based around real science and biology of animals. If that's the case, it would have to be an anomaly. Maybe something like the distribution of interracial relationships and LGBT relationships and so on. Maybe it's a little more common for a sheep to be in a relationship with a ram, but then you get into stuff like how uncommon it is for different genus species to be in relationships and then you're going into fractions of percents of the population when you get into crazy stuff like a mouse and an elephant.
