I've always understood neopets to be kind of like pokemon. Little creatures/pets that you level up through unspecified trials. How come I'm seeing some anthros here and on their site? Are the "owners" of the pets meant to be anthropomorphic characters?

That whole thing has always been kind of vague. On the one hand, you adopt pets and act as their owner, but then humans don't actually show up in canon anywhere and all the canon Neopet characters seem to be running their own lives. And to make it even more complicated, some pets (such as lupes or gelerts) are depicted as quad when you adopt them, but anthro when they show up as characters on the site. (For just a few examples: Kanrik, King Altador, and Sophie - who by all logic should have fucking hooves.)
Basically they could never make up their minds and you just can't think too hard about it.

Pokemon is barely a pet game, it's a JRPG and species variety is there for sake of mechanics, especially in older games.
To me Neopets main aspect was small flash games that were a good timesink and for each game you get points you can exchange on various pet paraphernalia. There is a battledome with stats and everything but it's barely a combatant game.
I haven't been playing Neopets since the beginning and didn't pay much attention to the lore but I assume that anthropomorphic Neopets are a side effect of world/lore-building that happened with time. Neopets setting doesn't have humans (there are like fairies? but who gives a shit about fairies?) and you can't do much with only feral animals (imagine removing all humans and anything human-produced from pokemon setting).
It kinda leads to a lot of confusion if you think too much about it, but then again, who cares. Neopets are like pets but they can talk, is ethical to hold them as pets then? They can also have pets which are called petpets. Sometimes they are anthropomorphic and sometimes not, they can wear clothes or not, pets can live in their own full-blown houses and furniture. Is it ethical to turn Neopets into food (because there are food items made from Neopets)? Can you get Sophie pregnant or only Rasala?

Neopia is pretty fucked up. They also have cataclysm level events on a fairly regular basis and there are ghostly horrors from beyond the veil waiting to creep into reality the first chance they get.
