For me it's a total gamble. I've gotten 3-day bans quite a few times in the past for posting cub. It's usually a lot worse outside of cub-themed threads. I once posted cub-Wilde in a zootopia thread and I got banned within minutes.
I think that it's just that most mods don't browse /trash/ so they don't really know or care what happens here. But when some kill-joy feels like flagging cub, the mods come in, think "Huh, yeah that doesn't seem legit. Cartoon or otherwise." And hit the ban/delete button.

I honestly didn't even know that mods existed on /trash/. Maybe it's tons of people were not expecting a cub in their thread.
