it's because from the start, they assumed the attitude towards collars would be understanding, like "the collars help predators". THEN it was supposed to develop into "oh no, they're actually miserable".
test groups and even pixar chimed in after seeing this first concept with resounding negative attitude towards the entire city of zootopia, some even wanting nick to just leave. while some of us are tolerant of the original idea by now, it really is very heavy handed.
by changing to what it is now, they still convey the message of overcoming bias, while keeping the idea of the imperfectly peaceful zootopia. it changed to a fear/chance of losing it, instead of never having it in the first place.

BURROW SHARING POLICY: THE COMIC: THE ROUGH OUTLINE: PART 1: A NEW HOPE
Nick and Judy are a couple, and Nick accompanies her for his first visit to her family home in the Burrows. As we saw, he pinches another bunny's butt thinking it's Judy, and gets smooched while he's trying to apologize
AND THEN:
Later that night. Nick and Judy are in a private bathroom, discussing the day's events. Nick, looking guilty, confesses his mistake and that he kissed one of Judy's sisters. Judy's response is "Oh? And what happened?" as if still waiting for the other shoe to drop. Nick's confused -- nothing else happened. Judy shrugs it off and gives him a "then why are you looking so guilty" expression.
Then Judy says she's glad he broached the topic, and says she was wondering which (if any) of her sisters Nick was planning on having sex with
Nick is rendered temporarily speechless
Judy and Nick, on their way across the tunnel to their bedroom, discuss the eponymous "Burrow Sharing Policy":
See, in the burrows, bunnies share everything. It's how they get by. And here, that includes Nick.
She explains that it's a sign of possession as much as pride, that she's so happy to have Nick she wants to sort of "show him off" and that's just how they do things
Nick's not entirely sure if he's comfortable with it, so Judy (who honestly didn't realize this was at all out of the ordinary for him) does her best to reassure and comfort him

They retire to their room, which Nick finds is NOT private. Several of Judy's sisters share the room, some in the same bed
The night passes awkwardly and somewhat uncomfortably, with Judy's sisters whispering intensely inappropriate things and trying to steal touches here and there, mostly while Judy snoozes, eventually he sleeps
Nick awakes in a pile of fluffy bunnies and in the warm morning sun everything just feels right, all his reservations have sort of dissolved and he lets the waking girls know he might be willing to try a few things
Judy tenderly guides him (and her sisters, who she coordinates/conducts) through a morning pileup, reassuring him as they go, and stopping every now and then to make sure he's okay with it so far
No penetration (he's not ready for that and the girls respect that) but lots of touching, groping, grinding, plus some hotdogging and thigh-fucking
Comic ends in a warm pile of horny/satisfied bunnies all rubbing nick's chest, Nick says the policy's pretty okay after all, Judy smooches him

Given his height, I guess that's the best way to explain the last panel on the second page. It also reinforces how large he is relative to Dawn and the car.

It's a good way to show her gaining composure, but the "I'm sorry" in #5 and the open-bubble "I don't want to be anywhere else" reads as cluttered or whispered speech. That's a nice touch.

They're amazing enjoyable except for a few I personally didn't like (Doomwhyte comes to mind) just because they felt kind of derivative after a certain amount of books. That said, the chronology maintained is amazing and the world itself is amazing.
I started writing with redwall fiction, because they give you literally a billion characters to select.
