It could be an OVA. It would be difficult to make it work for TV since the mangas are mostly graphic sex scenes, although they would probably have to expand upon the story a bit in either case since you couldn't just have 20 minutes of porn for every episode. Given that it'd be an adaptation of a pornographic manga though, TV probably isn't the best fit for it.
