I think that's before they decided on everything. I mean, early Gem lore makes little sense in comparison to the stuff we're seeing now; not to mention, it was a pretty late decision to make all the monsters corrupted Gems, instead of just monsters. If Earth was just meant to be a sperm bank for Gem World, there would be no reason for anything to be on it outside of Kindergartens, Communication Hubs, and Research Centers. I was also going to say Rest Spots and Quarters for the Gems to stay at, but Gems don't need rest and it's frowned upon in their society, as shown by Peridot's confusion on the concept. There's no reason for this Island, there's no reason for the Sea Spire, or most other areas of interests we've seen. Unless there was more to the plans with Earth than meets the eyes. Then again, I'm making all these assumptions based on what little information we have about Gem culture in itself.

I'd have believed that, if Pearl hadn't said it was an oasis and meeting ground for Gems. I mean, I could understand her trying to keep the knowledge of Gem creation from Steven with how livid she was when Amethyst showed him, but she seemed genuine in her reminiscing so I don't think she was lying. They were planning on building sixty-seven of the things total. The only other structure that comes close to or surpasses it is the kindergartens, of which eighty-nine were to be constructed. It's been shown several times that Gem presence has had some sort of adverse evolutionary effect on the natural fauna of Earth. That gem lizard Lion was eating, the crystal shrimp, etc.
The mask animals were probably regular fish and shit that came in contact with gem dust/what-have-you and mutated over the generations into their current form.

Remember that so far we have two recurring Gem structures: Kindergartens and Spires. So far we've seen Spires a number of times, and that island might as well be a Spire.
So the notable themes of Spires are:
>Surrounded by water
>Some sort of aquatic temple/cult
It could be the recruitment centre where gems like Lapis/Sapphire/Blue-Pearl are made, in contrast how combat gems like Jasper/Amethyst/Ruby are made in Kindergartens.
Also notice the duality:

>Lapis/Sapphire/Blue-Pearl, aristocratic, water/ice thing, quiet and tranquil
Except for Lapis, but she's been a POW and tortured for millennia, so that's understandable. I think that a normal Lapis would be the same way as both Sapphire and BP.
Also we could make the connection that each diamond might be symbolically tied to one of the 4 elements: Water, Fire, Air, Earth

The difference is quite clear just by their sizes alone. Kindergartens are vast constructs that cover large areas, where many gems are seeded at a time. Spires on the other hand are relatively small, consisting only of a single tower-like structure. The process for making rare gems is probably a lot more time and resource consuming and maybe only a few or even one can be made at each spire at any given time. This would explain why they would want so many, since it would increase the amount they can make at once.
