You make your way to the office. You knock on the door a couple of times.
"Just a minute" you hear an unfamiliar voice say.
You can barely make out the fact that there's only two people in there, talking to each other.
One is Ozpin, and the other is the voice that just responded to your knock.
You can't tell what they're talking about, but it seems they've lowered their voices now that they knokw you're here.
"Come in" you hear Ozpin tell you.
You open the door, and are greeted by someone you haven't seen before.
It's a man, wearing one of those huge coats. Though it's draping over him more like a cape than a coat.
The collar is rather odd, as it completely hides the lower half of the man's face.
The face itself bears some odd scars, golden yellow eyes, dirty blond hair, and light brown skin.
Judging by the wrinkles, he's at least in his 40s, if not 50s.
??? : We do hope we didn't keep you waiting for too long.
Marigold : That's fine.
He's got a very commanding, manly voice.
Which seems a bit out of place considering how narrow his shoulders seem to be.
Ozpin : Marigold, this is Officer Malthus, of the VPD. He's here to ask you a few questions.
Officer Malthus : Take a seat. It feels odd have to stretch my neck to look you in the eyes.

RWBY is full of zero-personality characters (Cardin, Velvet etc), but Weiss isn't really one of them. Still don't like her much, but it can't really be said that she hasn't developed.
Same for Blake honestly. Even if the development is superficial, by way of being one of the main (Ha!) characters, they've all gotten some development.
