Today's gonna be a bit busy as it turns out. Still working out whether I'm gonna dedicate my free time today to audiobook stuff, blind read throughs, text editing of whatnot.
On my to-do list is Gideon VS Tiger Corp final chapters blind read through, Hot and Cold next two chapters blind read through, more Stoutwell audiobook and getting started on Water under the Bridge audiobook. I've also got text edits of people's stories and workshop stuff on Discord.
What I am knocking out now is going to the gym!

I felt the need for some kind of catharsis. The ending is tragic and shocking, but it felt like Judy needed something to either redeem her for her imagined sin, or condemn her for it. The former being much more preferable.
The connection between her and the kid could be stronger so there's more impact at the end. What does the kid represent to her? What does she represent to herself? What is the conflict between those two visions?
She questions her work and the ramifications of her behavior because of what happened, but how deep does that go now? Is she bound for a desk? For a leave? For Bunnyborrough?
There are GREAT themes at play here and I think a writer of your caliber could totally expand on them. This could honestly be the Dark Night of Judy's Soul. The point of both our stories for Judy has been (a bit flippantly perhaps) "it's all fun and games until someone gets hurt". Now someone's been hurt: where does that leave Judy?

Again, you can build on that going forward--show that the whole "eye for an eye" bit is actually playing itself out, with Judy as an emotional outlier to the whole affair. Perhaps, thematically, you could play with the idea that the scales of the universe are still unbalanced because of how Judy feels toward everything? I might even suggest a few more scenes earlier on to give a better idea of where Judy's coming from--admittedly, that opening line of hers reads a bit too strong for the bunny we all know and love. Give us a bit more of a lead-in to her mindset during this fic--show exactly why she's thinking about the "eye for an eye" style of justice.

I was honestly thinking of having a sad ending, tragic ending. She's in there because she feels she fucked up and has PTSD from it, yet she talks about karma. She punishes herself but a karmic system (one of law and order) has punished the kid. It's kind of convoluted, I know.

I never inteded that to be about her, more about the story itself. Commentary about justice, but I see now thanks to your help and others, it needs to really go somewhere, especially for Judy.

Okay, that's good. How can I improve? My ultimate goal was very loose. I started off just wanting to tell a short story and use those lines but I see now how I could maybe have Judy's quick and effecient justice clash against some form of cosmic righteousness as far as application of law and order are concerned. I think with that scenario, you could really explore the themes you're working at. It would also be a good conflict point about how she serves justice on Earth and on how her action reflect the greater ideas of fairness, justice and righteousness.
The story told from the priest's point of view could be really interesting. You've got the chops to do it.

But the problem being the priest will be partial to the side of faith. That steers me towards more religious commentary than philosophical. He'll be forced to defend his position of heaven and hell.

As far as making it clear that there's some greater force at work, maybe make it clear that all the actors in play are really playing their rote roles. The shooter could gain a bit more characterization from this: give him a bigger reason to view the world from a give and take perspective, either through his final few words or through his uncle and the profile he creates for Judy.

It is not true that every rabbit family is the same size of the Judy one (e.g. if I remember correctly Judy's granddad in that little piece of journal was said to have a thousand or so grandsons and granddaughters, invalidating the baseless extrapolation made by the author). I suppose I can't really offer much more insight then others haven't pointed out. But I am in agreement that there needs to be something... More at the end. We get this psychological analysis all from the perspective of the psychiatrist who probably wouldn't have much knowledge of what she does after.
The 'Eye for an Eye' comment was an interesting one, a world view that I could potentially see her having. But yet it feels more like it was due to procedure and orders of people higher up then her to wait outside and try to reason with the kid instead of breaching which lead to him killing himself before they had time to stop him. I do get the feeling that this incident was not her fault, but that may just be the intention and it's all about self blame despite the facts saying otherwise.
Of course it's obvious why she has PTSD. But in the end it feels like there's more to this story, that there is something else that has to be told. I think you handled the bit where the victim who was shot and how she feels regret over handling it is perfectly fine and doesn't really need to be changed. Once she deals with the shooter it feels like there's more to that story that made her come to the conclusion of there being some sort of karmic justice at work.
I suppose I just never really saw the 'karmic justice' playing out in the story, and it was more of her having PTSD for letting 2 kids die, the first one I could definitely see reasoning for he to be upset, feeling like she failed as an officer. But the 2nd one she wasn't really involved in the situation and hard order to stay her ground, so it was much less of her fault if anything.
So at the end, is she having PTSD over seeing them die? Is it more depression, thinking that her efforts are almost futile and that karma and 'An Eye for an Eye' will move the world forward and that she herself can't actually do anything to save people?
