Full color didn't become a thing until the latter half of the decade. In the early 90s, 256 colors was the maximum computers could display, with resolutions of max 640x480 pixels. There were not many paint programs and what the programs that existed were primitive as hell. No layers, for example (partly because the computers didn't have enough memory either)
