Has pegs for what could be clip on armor.

Had that exact toy OP, purchased at a Toys R Us in the United States in the 90s. Definitely based on toys like those seen above, just some off-brand sort of thing.

KO toy in OP is part of this set, the stuff seen in the right of the photos. Metal Jack was the right call.
Armored Police Metal Jack had some great toys. Took some doing, but I managed to find the entire line in a mix of official and "close enough" bootlegs in the early days of eBay.
Why Hasbro didn't import these and put them into the Pretenders/Action Masters lines, I'll never know
