Nu52 was not much different from Heroes Reborn. They even had Liefeld pumping out terrible art for a couple of the launch titles and Greg 'sort of McFarlane' Capullo on Batman.
The only thing that saved it was having writers like Geoff Johns, Tony Robinson, Scott Snyder, etc around to drag the quality level up a few notches, and DC's totally-not-90's-Marvel editorial even managed to drive a few of them out before things settled down.

Basically, most car chases in film are clever editing, camera angles, and sped up footage. It's too damn dangerous to do them full speed on anything other than a closed set, especially not out on the streets of Toronto. More than likely though they'll actually only be using a couple seconds at most of whatever they're recording there for a quick shot interspersed with Harley and Joker talking in the car like pic related.
