Looking at the various attempts by 3P's and official ones of gun Megs, I think they could do it, but it requires a shitton of good engineering and planning. Apolloyon was close to perfect, but those super thin stalks and fiddly transformation that looks scary as fuck could use a redo.
Best I've seen oddly enough is DX9's Mightron Legends class Megs. He's still got transformation stalks, but for a Legends figure I think he's amazing for a G1 gun Megs.

MP-5 did its job as a transforming toy, it just had a very crud robot mode because it had to stick to a specific model of gun in the process. I also suspect the size was necessary for that, because the iGear shrunken KO never came out. I bet the found issues.
Apollyon and Hegemon prove things are possible in a better way. Hegemon though is a bit simple and cheats on the arms, Apollyon is just as much of a fiddly mess as MP-5.
I suppose one way to go it would be a cheat- do the Browning/Legends Class Megatron transformation with the left arm as the front of the gun, ignoring the P-38 mode. Since Megatron never went without the silencer in fiction, having an extra barrel wouldn't be a deal breaker.
Although it'd be just far easier to do a G2 Megatron. It's a simpler design(unless they try to have working treads or something needless like that), they really wouldn't have to do much to update the original toy(since Hero Megatron already did half the work) and it could easily get an international release.

Depending on how this year goes, if there's any more BW MPs(2017 is fair game for those, too; Japanese BW didn't debut until '97. Takara was still doing Brave in '96.), they may round out those releases after G1 Season 1-3. Minibots are a certain, too, since they don't face any licensing issues for the most part, besides a few like Cliffjumper(who runs into the SD proportions issue.)
I don't think we'll get certain things like you said; like any gestalts and city-bots. basically if it's something that'd need to be larger than MP Ultra Magnus or more expensive than Optimus, it's a stretch. MP Optimus remains the most expensive this series has gotten, and takara probably doesn't think they can sell an MP for any more than that unless its Optimus. Magnus and starSaber where both cheaper.
Otherwise I think when they do most of G1, MP will transition into a general best-of line focussing on Leaders and important characters (like movie Bumblebee) from the most popular series. They're probably itching to do Armada Optimus and Ginrai. I expect a movie Bumblebee for the movie anniversary, too.

RiD Sideburn changed the way things are done, since it was implied Dodge made Hasbro buy a license because they saw the toy resembled their dodge Viper but was unlicensed. Otherwise you have to do made-up vehicles which ruins the point.
Anyway, the licensing issue isn't much of a problem because TakaraTomy already makes licensed toy cars, and SD licensed cars aren't unheard of. The issue is more on their end; do they keep the cartoon/toy proportions and stay faithful to the cartoon like the robot modes try to, or do they do real world accuracy, like most of the licensed vehicles? Bumblebee veered to realism rather than the chibi Penny racer proportions, but a lot of people couldn't tell the difference anyway.(the biggest thing being the wheels being much bigger in the G1 toy/cartoon).

Because ultimately they go by cartoon sizing for robot modes. Bumblebee's robot mode was smaller than Prowl or sideswipes, so he's a smaller toy overall. So even if they made Cliffjumper a realistically proportioned caar, he'd be a smaller car by Jazz(unless they do some engineering magic.)

And Hasbro's offering in that regard does nothing. Rook offers unique tooling compared to Swindle and Hound. Hound doesn't just use Swindle's head. Mirage isn't sporting Drag Strip's.

UW blast off is hideous, but its got a better head design that isn't slingshot, the fact they tried to homage him in the deco AND design (key note, homage, not show accurate, cw and uw are toys not mp's so some toys end up having odd dimensions, take dead end for example).
I'd rather they try hard rather than hardly try, besides since they're using the same mold for strake in UW computron but with the torso backwards I'll just be displaying my blast off back to front with the limbs twisted to advert the egg shape

Well for a start as bad as the animation is you don't take it literally, they have a basic blueprint to follow from the design board, what happens in motion is another story, you....wouldn't jump off a cliff just because anyone would of told you too now would you?
Secondly there is such thing as "too much" detail, alot of third party toys tend to over stylize their toys, some look amazing (the shockwave ones and aplyon for example) while some just look like shit (most of the third party combiners that aren't just addon kits), its subjective, but some people find better attachment with something simpler, otherwise bandai would of lost their battles with third party companies ripping some of their designs and even the bootleggers who've been ADDING detail to existing model kits.
Finally, loyalist, some can't stand "unauthorized" products and no matter how awesome they may look (which is again, subjective) and would rather spend it on a company they know, trust (not that even takara themselves is innocent though 3p's quality can vary heavily) and prefer.
Enjoy what you like and let other's enjoy what they like, another man's trash is another man's treasure, this also goes towards people who can't stand over priced mp's in comparison to the ACTUAL toy lines like cw rid2015 etc

The head sculpt of MP Inferno was my biggest worry, and I'm glad it's going to be using the more toy-based refined head from the good animated episodes.

I can't find it currently but they had an outright defensor duplicate with the only hint of it being a ko being the "hotspot" tampos on both of defensor's thighs.

Hopefully if they do make one it'll be in a future where they can do better than Primal. Cheetor has a pretty friendly transformation for a toy but given the way takara approached Primal's beast mode Cheetor would be even more of a brick.
