If the dad was a female, it likely would have made Steven as well. They fuse (and it's heavily implied that Rose having a child is essentially the most perfect form of fusion) by having mental states in sync. That's why they dance first in most cases, and that's why Ruby and Sapphire don't have to - they're already so in sync that just being near each other usually results in fusion.

You have to have something to save for Wave 2, don't you? Most lines like this wouldn't even give you all three Crystal Gems in the first wave.
Which really may be because they don't have faith a second wave is guaranteed, so its nice of them to give you all of the heroes early on. Wave 2 will probably end up having to be mostly fusions/ and Ruby +sapphire, Homeworld Gems, and a ton of civilians.
