I picked up the Neca Robocop last night at Walmart as an impulse buy. Are there some to scale thugs/punks I can display him executing?

Well, you've gotta look within NECA's own catalog of figures, since nothing else really scales with them (aside from maybe sold older PAKs or SICs). I can't think of any figures at that scale that would match the "thug/punk" look too well though.
Also, what's up with people finding NECA at Wal-Mart or Target? Are they by the normal toys? I keep looking, but have never seen even a single figure at either store.

I found it by the checkout lane, near a bunch of Pokemon cards and Terminator endoskeleton figures.
If you want some manlet thugs you can check out the Bay-Turtles foot soldiers. They are all on clearance but they are like 5".
Really loving this NECA Robocop, just ordered the deluxe version to get more accessories. Pretty bummed out about the lack of badguys to kill though. That footsoldier would have been great but he's just too small.
I'm thinking this guy would make a good Clarence Boddicker if I swap out the head. Any ideas on a good head for a custom?
Maybe look at some wrestling figures,they are generally around 7 inches and you can probably find some generic looking punks like pic related.

I've never seen it either. There are 53 walmarts within 50 miles of me when i type my zipcode in on their website and i've been to probably 50% or more of them looking for figures and i've never seen anything NECA

Went to Target today and found this guy. It would have actually worked if I repainted the pants, but unfortunately it's a good 8 inches tall. Wrestlers is a good idea though! The search continues...

Neca has their own scale, figmas are too small to fit in with them.
