Because Toy Biz was so bro-tier, they straight up included a Bruce Banner figure as an accessory to one of their Hulk figures(which still only cost like $8) Granted the articulation was limited since it was just a second pack-in figure, but its still passable.
Hasbro also made a shoddy little Banner figure for their '08 movie line. Its in a weird 4'' scale that doesn't really fit in with Marvel Legends though.
There's also the Hot toys stuff,which frequently goes on sale because not many people want to spend $180 on a bruce banner toy.

To me it depends on the design.
Captain America having more shit on him makes sense and can look good, he is a soldier, but Silver Surfer is too minimalistic and alien to work. Guy is pretty much an angel or an elemental and he already looks pretty striking, even if it doesn't translate into the figures with their lame ass matte silver.
