In the movie and the books whatever is placed in the cupboard (or rather whatever the key is used on) the thing inside is replaced with the real thing from a real world in which they actually exist. They aren't just living plastic but actual people with organs and bones and shit. You can also go into their world if you lock yourself in a room or a chest using the key. All the books deal with real people and events so I'm not sure how fictional characters would work in this. Though in the movie he brought Darth Vader to life. Why he kept messing with the Indian when he could bring star wars characters to life is beyond me.

Hard to say in the film it seem to bring it 100% to life regardless of what it was.
In the original novel it was a warp space time machine that only work with certain plastic figures because those figures were the vessels for real people of that time.
In the second book the kid found more stuff made from the cupboard's creator including a one way time machine that was a large clothes chest.
It's been forever sense I read them but if I remember right the original story was a native American lost his family getting obsessed in arcane arts and was trying to go back in time to either stop himself or see them again, however he messed things up and some person used to much of it's power leaving many of his items either stuck at certain parts of the past or they had next to no energy to do anything significant.
