From what I can find, 1/12 Megaman should be 4.4 inches.

Yep, if Megaman is about 4.4 feet tall, a 1/18 version would be about 2.9 inches.

A perfect 1/12 version would be 4.4 inches.

4 inches is clearly just like, a 'short'/'small' 1/12 figure. It is by no means a 1/18 figure.

It's because statueshit collectors and normal figure collectors are one and the same in Japan. And since statueshit basically doesn't operate with a scale (beyond the nebulous "1/8" they tack onto everything despite the obvious huge differences between statues) they've become acclimated to not really caring about it with their normal figures.
