Cell didn't blast holes in either of them when he first became perfect.
He blasted Trunks after he self-destructed and then came back in his "Super Perfect" form. Vegeta never took a blast that went clean through him against Cell.

Its funny, but this thread made me realize how many crazy expressions Cell had, especially the big mouth thing. That'd pop up a lot in Buu saga, where even Piccolo starts doing them. Toriyama will always be a humorist at heart, and I think dong those crazy expressions was just that aspect coming out in what was otherwise the darkest and most humorless saga in the series next to Saiyan saga.
