IIRC, many years ago, before SHF Scouter Vegeta was even planned/released, they used to display the 1st SSJ Vegeta with black non-SSJ head during certain conventions. They've been doing this for many other figures as well, so it's not unusual.

This line is the spiritual successor to SBC, so expect it to be just like it as far as character choices go. Before Awakening Goku, Picollo, Gohan, and SSJ Goku were literally the only retail released figures. That's why they've gotten re-releases.
The different colored ones were SDCC exclusives.
The "Premium" color figures are literally just a work-around for them to re-release a figure, while not technically re-releasing the original figure.
