Honestly, check out your local china town, you'll be bound to find some small ko pokemon figurines around that size. Other than that maybe have a look on aliexpress or ebay and settle for any decent lots of multiple figurines.
The "High quality" and official miniatures like that would be both rare and expensive as fuck.

You want Tomy Pokemon figurines. You can get newer sets and plenty of individuals from sellers on the Amazon marketplace but the price will rack up quickly if you're in the US. If you're gonna go on holiday to Japan or Hong Kong any time soon you can stock up cheaply that way. Are you looking for particulars are will any Pokemon do?
