Marvel G1 also tried to handwave it by saying the Nebulans/humans who became Headmasters underwent some cybernetic modifications (so they became cyborgs), although they seemed to forget about that later on with Spike.
Rebirth's explanation was that the Headmaster bodies were exo suits and they were shown to be bigger than normal humans/Nebulans. Of course, since it wouldn't be G1 wtihout some inconsistency, the Nebulans were shown taking them off like normal armor in a later scene.
