Out of the box, Ironclaw is a lot more Redwall than it is Sonic OC, but to answer your question, yes, plenty of fetish systems exist.

Albedo is the best military sci-fi I've seen mechanically. Got great tech and machine plans, and it has a very interesting merging of character stats and personality traits for character creation.
I don't know if it's really based on fetish, though. It's standard anthropomorphisation, and it serves a purpose.
I recommend it without irony.

The PC's psych can develop in a detailed manner beyond arbitrary player control. Never seen an RPG try to do this, it sounds like a timesink, but I think the concept could be sped up reducing rolls with pre-gen numbers or more arbitrary GM decision.
That Platinum edition was a new system designed for keeping a squad of minor characters with freeform roleplay and a streamlined combat system.
The 90's edition had it's own psychology and roleplay system and was loosely based on the original Twilight 2000 box set with grittier combat, "PTSD, The Game".
