They won Cadia because Chaos players worldwide either consistently turned in winning results at their local GW stores, or the store managers turned in results for Chaos. Then GW said no fuck that and wrote the conclusion to the 13th crusade campaign in such a way that it was a pyrrhic victory for Chaos.
