Because Saber has the most boring personality imaginable. She combines the no-fun "muh honor" idiot with a shy virgin who falls in love with the Gary Stu MC. She is so incapable of doing wrong in the story that her major flaw was being too fucking perfect for the people around her to handle - which translates out of game to complete dullness.
Contrast that with Nero, who is just oozing with arrogance whilst still being fun and likable and actually confident and forward with her feelings for Hakuno or Mordred, who has actual depth with her daddy-issues and boundless rage.
Simply put, Saber was written to be the Perfect Waifu to please the Japanese otaku, whilst the Saber clones were written to be actual characters with flaws, which are what makes them interesting,
