Phoenix Command for anything from WW2 to the 90's, GURPS for literally anything operator. Ops and Tactics for a more streamlined operating experience. Twilight 2000 for operating inna SHTF scenario.

GURPS literally has a splat or two dedicated to nothing but operators operating in operational operations.

GURPS.
When you want Operators operating in operations.

Although the guns only go up to around WWII tech, Call of the Void is pretty great.

Anarchy Online

With a bit of tweaking, Degenesis. Because combat is a bad fucking idea in real life.

Solid suggestions so far, the only thing I'd add would be Traveller, which has excellent gunplay across a wide range of tech levels from primitive stuff to space lazorz.

I find Cyberpunk 2020 pretty good for gun combat. You can create a variety of gun or convert very easily existing guns.

Some people complain that it has too much crunch, yet they fail to notice that all this crunch allows one to simulate different things. You can accurately simulate the difference between an AK, an AKS-74U and an AR-15. You can give different stats to red dots, holographic sights and laser sights. There are rules for small arms and big guns.
Twilight 2000 is another option, but the whole combat system is a tad slower, therefore I prefer Cyberpunk 2020.
Lastly, Delta Green's new edition has a pretty decent and rule light combat system.

GURPS' great because you can easily ditch or add rules, or go from more realistic to less without needing to change systems again.
