They're a mafia run by a one time usurper to the crown who called upon dark powers to gain control of the lands, and was given a gift of strength and immortality that he could pass on to whomever he chose. He still lost and now runs one of the largest criminal organizations in the lands, waiting until he rules a full empire rather then a criminal one.

Insane necromancers who botched their illegal ascension (to a lich) ritual and now have to compensate the fact that they are still technically alive by constantly drinking blood lest they want to die a normal, none-lich ascension ritual death. With the latter option, death, being extremely painful and bad for them since they have pretty much spat in the face of their extremely easily agitated patron god.

Most of the basic tropes--drink blood, no sunlight or garlic--but they can also feed psychically off of emotions. Thing is, that requires establishing a connection with the prey, usually by using their powers to force the victim to love them; it takes more effort, but it's more filling.
So depending on which way they lean, vampires tend to look some degree of Nosferatu primal monster or Dracula look-into-my-eyes deal.
The result of the God of Deaths only attempt to love a mortal woman. They're only vulnerable to blessed weapons and the touch of a truly faithful person, normal magic is very ineffective against them.

Their origin is heavily debated, though the most commonly accepted answer is ''a wizard probably did it''. They're actually the result of the Giants war with the Dragons, as they originate from one of the now extinct war-beasts the Giants bred.
They have a number of powers, including natural shapeshifting, inherent magical ability and biological immortality. They are also considered an abomination by most gods but none can agree whose job it is to wipe them out so they survive to this day.
They have a number of weaknesses, such as sunlight and running water, mainly the result of a number of gods getting pissed off at their actions and cursing them.
They also generally speaking get refused sanctuary in churches, or are outright smote for even considering it. They are also forbidden ascension to paragonhood and, indeed, banned from heaven. Even the most holy amongst them cannot go to heaven and thus either become undead spirits or return to the void. This has lead many to choose to go to hell instead in hopes of gaining power there after death.

Vampires are technically a particularly warped kind of ghost that possesses a corpse, usually initially its own. If a vampire's body is destroyed by means other than its banes, and it isn't quickly dealt with by magic, the vampire's spirit can go on to inhabit another corpse.
At the basest level, a vampire is the corpse of a mortal being possessed by a demon. Demons lack substance in this world of ours, so taking on the form of a vampire is a common occurrence for those maleficent spirits powerful enough to escape hell.
There are certain conditions that render ones corpse more susceptible to this possession, notably. Living a violent and cruel life is amongst them, as is contact with the demonic throughout ones age, and the improper burial of a persons cadaver. But the most powerful vector of this horrid affliction is the deliberate consumption of human blood, while still living. Many profane rituals exist that would allow ones soul to 'coexist' along with the demon; most all involve said consumption of fresh blood (and some still require that one bathes in it). The result is a vampire that combines the feral, violent instinct of a demon with the cruel cunning of evil men. Do not make the mistake of trying to find 'good' in a vampire, for you may only find a camouflage of a social nature, followed by a less-than-quick death.
I was also thinking of having the exact form and abilities of a vampire differ somewhat, depending on it's environment. The demon would warp it's vessel according to it's own needs. A vampire that dwells in a snow-heavy forest might appear more animalistic, like a giant man-bat covered in a thick coat of fur. But then, you could have another who dwells in a similar environment, but can blend into the mists, or control gusts of ice and snow One that exists in an urban environment might take pains to give itself an alluring glamour. But it also may take to learning sorcery, because it's not like you'd have to worry about a poor afterlife when you're already a demon. A vampire that manages to survive might be able to do all of these things, becoming veritable demi-gods in their own right.

The vampire affliction originates from a non-human race that may be extinct. Vampirism basically slowly mutates your body to be more like the pre-vampire race, but it always kills you before you go the entire way and a human infecting another human will dilute and corrupt the strain further.
Wild vampires are of the most impure stock as they do not regulate breeding, their brains rot after a few decades. Civilized vampires adhere to certain traditions meant to keep the strain more pure, where each clan or family has one matriarch or patriarch in charge of infecting others. Lesser vampires infecting humans is extremely frowned upon by these inner circles, and the royal families have a strong grip on the "capital of the world" region. Royal strains can allow a vampire to live for centuries, although they become dormant and unhygienic over time, spending extreme amounts of time sleeping or doing nothing. Their teeth have a few growth stages which eventually crowd their tiny human mouths, impairing their voice and eating. Their skin becomes pale and dead, and the hair follows after that. Then they go through a final mutation to look like nosferatu, from there the mind degenerates until they die. A few particular noble families can successfully grow wings.
Weaknesses:

>Funky, salty, or spicy foods (garlic being the most famous but not the most effective) cause more sickness and revolt in vampires than other foods, can be used to detect vampires and weaken them
>Silver weapons cause unhealing wounds to vampires, while other wounds will rapidly repair themselves unless delivered intensely in a short time. The significance of silver relates to classical alchemy which is a theme in the setting

Vampires originated with sorcerers who made pacts with devils to transcend humanity. These first generation vampires can vary greatly from one to another depending on the individual devil they made their pact with as well as the details of the agreement and the rituals they undertook. One sorcerer who famously invoked infernal oaths as he was being burned at the stake was given the ability to summon and control flame and ash. Others might get abilities such as telepathy or shape shifting, etc. All first generation vampires share a few traits, though. They are all much faster and stronger than a normal human with extremely enhanced senses and the ability to see in the dark. They all must feed on humans to maintain their powers, though how they do so varies (some drink blood, others eat flesh or particular body parts such as eyes or hearts, the above pyromancer vampire eats his victims' ashes). They are all immortal and if struck down must be disposed of in a particular manner unique to the individual vampire or they will simply rise again. They are also at their strongest at night and have the ability to turn normal humans into more vampires under their control. Becoming a vampire also increases the person's vices and suppresses their empathy and morality.
Humans turned by a vampire with have the powers and weaknesses of the vampire that turned them but their powers will be weaker than their sire and their weaknesses more pronounced. While first generation vampires can go about during the day without problems, vampires sufficiently down the bloodline will find daylight severely uncomfortable and possibly even harmful or fatal if sufficiently exposed to it.
Vampires represent man's corruption of nature within himself via the diseased and tortured souls of animals.
Typically, unscruptulous mages and evil minded necromancers will create minions of animals spirits by torturing them until they die in a complex ritual that prevents the spirit passing on into reincarnation. wracked with pain and hatred they linger under command and hateful spirits. Those that are left without being cleansed can become stronger and more wicked over time until they become demons. One in particular become a demon of bloodlust and would possess the living bodies of whomever "killed" it which would cause the body to mutate into a half dead abomination of man and animal until it lost the battle of wills with the progenitor of vampires who kept their sanity against the bloodlust.
Even doing so, all people who are infected with gradually desire to kill and will find some way to do so whether they rationalize it or stop caring altogether as their minds degrade along with their bodies forming twisted images of man and animal.

Get a vague idea of their entire life from when they were still human and come up with logical motivations, vampires have a lot of potential for being tragic/fallen villains since they have such a long past
They need to hurt people to survive if they can't voluntarily get blood and this will certainly lead to psychological crisis if they aren't evil from the start, a lot of vampires might be purely motivated by survival, first for blood and second to protect themselves from the backlash from the first

The first vampire was the son of the ascended mortal mistress-mother of demons, and goddess of magic, treachery, perversion, and power: Huolla.
Huolla in her time as a mortal was THE witch. Her name cowed spirits, and she led an untouchable coven in mist and fog. On the night of an eclipse, she "bedded" a hell-prince, which is to say, she used her womb as an interdimensional gateway and in turn begot what we now know as a vampire. It has no father, this being. Huolla impregnated herself using her own menstrual blood. Such was the abomination of her skill.
Perhaps this vampire is an extension of her Will, a meta-physical continuation of her harvest of pain and suffering. Perhaps. But Huolla is a woman of cardinality; she only goes forward. This was merely a horror left in her wake. Nobody knows why she did it, but we all know that vampires are literal hell-forms of Earth, and they deal in predation, and nature itself recoils at their unnaturalness.
Today there are few vampiric families. Less than a dozen. They descended from Huolla's followers. They drank the blood of the first vampire, letting its filth sit in their bellies just as Huolla once did. Eventually, they birthed evil within themselves. And eventually, somehow, they had children.
Vampires drink blood, because blood is life, and they are not alive as we are. Their existence is pain, as every day they stray farther and farther away from the Monadic Point merely by existing. And blood eases this pain like a rare narcotic.
