Hobgoblin is actually a colloquial term for when one goblin climbs up on top of another goblin's shoulders and goes mad with power. The increase in elevation completely goes to their heads, like cats.

In my setting Hobgoblins are the evolved nobles of the primogenitor Goblin race, over the course of millennia their obsession with purity of blood and sexual attraction to height and strength leading to a race of unmatched super-men. They're taller than everybody else, stronger than everybody else, and one of the most long-lived races in the world, and the oldest living race in the central continent. At the expense however their birth rates are horrific as gigantism often leads to complications in gestation and birth, and their fertilization rates are terrible as well. A very small number race but virtually every single male is a storied hero.

Hobgoblins are exclusively male. They reproduce through capturing the women of other races. This is why they've developed an intense warrior/raider culture.

Orcs have females, and as a result are no where near as organized as hobgoblins.
It's a colloquial phrase in the west for goblins who aren't quite small enough to be called goblins and not quite large enough to be called trolls.
I have a few ideas for mine being a cousin species of human that was mutated down a "Goblinish" path and now frequently gather alongside humans of slightly more tyrannical societies.
My concept?
Goblins were a plague upon the world. Either created from a dark god, or something that was just always 'there'. They are still people though, just shitty, brutal, cruel, stupid people.
The Gods intervened and created Hobgoblins; more powerful, taller, and smarter then the lesser goblins, they treat goblins as animals and slaves, but their societies actually function and keep goblins from fucking everything up. Truthfully goblins under their rule are happier, as they do not get to flaunt and then suffer from the chaos and stupidity in their hearts.

Soldiering is the only honourable profession, non warrior roles are filled by slaves in work villages overseen by maimed or failed commanders.
