Something many people seem to forget is that the rebels were really desperate and made shady deals with corrupted individuals for resources.
Case in point, Han Solo was a smuggler working for the Hutt cartel.
A small rebel cell trading weapons with the local crimelord in exchange for making things harder for the imperial forces in that world wouldn't be OOC
