We're back and - too long, didn't read.

The Hektor Heresy is a long-running collaborative writing project based on 1d4chan. The main page is at https://1d4chan.org/wiki/The_/tg/_Heresy, but the Primarch page is also a decent starting point: https://1d4chan.org/wiki/Primarchs_(Hektor_Heresy)

The project is in an odd place, development-wise. Creative problems with one of the Legions led to it being written off as a dead end, so for the first time in ages we're not actually trying to cut anything but instead can invite in a fresh idea for a Traitor Primarch.

Other than that, there's acres of creative space between the broad lines established in the HH project. We have stuff to riff off if you want to write about Mars and other Forge Worlds, established Knight characters for interactions, and a whole raft of ordinary people.
>>
Welcome back to our usually scheduled train wreck.
>>
For myself, I'm currently rounding out a bit of that tech-priesty goodness. After leaving it as a stub for ages, I've returned to developing the Forge World https://1d4chan.org/wiki/Massalia. There's more in mind for https://1d4chan.org/wiki/Al-Sherar and our collaboration on Mars itself is making progress - my main contribution was the madman, https://1d4chan.org/wiki/Vilyon_Luthier

>>48106514

I should add some questions we got from Golgothos, who is returning or looking to write some stuff around the project. I wasn't too sure how to answer him, but figured we'd nut it out in thread: He writes:

>maybe you can help me figure out the general shape of the heresy nowadays, and the roles the Entombed play? I read the new Golgothos and the new Battle of Rai, both of which are much better than what I originally wrote. It seems like Golgothos is already legitimately dead-dead by Rai? Do the Entombed canonically take part in other battles of the Heresy, or is it more open? Is there still a battle at Ostium to censure the Voidwatcher?
>>
>>48106605
And also from the man in the can, some fiction:

A faint whirring echoed through the byzantine halls of The Catacomb. Every angled nook and crook and barrow carried the noise for miles through the labyrinth of the fourth moon of Sepulchra. The grey, polished walls glimmered with phosphorescent fungi and marble streaks were arrayed in stark contrast to the detailed architecture.
The sound whirred onward until it reached Lord Cardinal Mors’ ears. “One of them is awake.” he said on the Vox-channel within his Cataphractoi armored, skull-shaped helmet. Mors stood amongst the ashen open cavern his company called “checkpoint 7.” His companion stooped beneath him like a slave, though he was armored just as heavily. Severus, codicier of the VIth Legion, was a witch-slave. A thin silver cable reached from the back of Severus’ head, to a connector on Cardinal Mors’ wrist. The penalty for being a witch was heresy, but Severus had vowed not to use his powers at Nikaea, so he and the other sorcerors of The Entombed were allowed to live. Those who refused, or those who broke their owth and touched the warp, well, they were entombed with the Primarch, bless his name. And now one of them was whirring.
Mors and Severus marched into a low chamber. Mors’ helmet analyzed the structure automatically, and a small holo-map kept track of the tunnels and caverns around him, and he used it to reach the very core of the moon. A massive stone door loomed above him. The stone had been worked, as if mixed while molten and cooled, so that a skull formed in quartzite crystals across the door. It was a skull of warning, a skull of hatred, and a skull of reverence. On its brow, emblazoned in red rubies, was a roman VI.

>>
>>48106615

Cardinal Mors tugged lightly on his slave’s cerebral cable, and Severus moved to touch the skull. Both men were intently silent. For the Entombed Legion, silence was a battlecry. The door, too, was silent, when it opened inward to reveal a massive spherical chamber beyond. Spiral walkways crooked around the sphere’s inner surface, emblazoned with rubies and gold. Dotting the chamber’s walls was a hexcomb pattern of ossuary nooks, shallow crevices, each with an iron cybernetic skull nestled in it as if it were at home. A thousand servo-skulls in all. “This place,” said Mors, “Is the home of the witches who did not bow to the Emperor’s will.” Severus nodded, “It is called the Basilica of Skulls.”
At the bottom of the sphere, below Cardinal Mors and the slave Severus, stood a Statue of bone-wrought construction and massive scope. Its height reached up to the center of the sphere, and facing them directly was a massive iron skull. Its single massive eye glowed a dim red. Next to the glowing eye, encased in the iron, was a biological eye. It was held wide open by bone-wrought needles and clamps. A masterfully designed cybernetic array kept the eye moist. Mors knew that behind that Iron, and that eye, was a brain. An Iron cable of massive proportion snaked down from the bottom of the skull and worked into the Statue that Severus now realized was armor. The arms of the statue were folded in front of it in the sign of the aquila. The right hand was a massive fist of iron-plated bone stained brown with the blood of heretics. Set into the pauldrons of this bone-wrought monstrosity were rows of iron skulls. They were fused into the very matrix of the armor, never to be removed again. On the right pauldron a single skull had its mouth open. Servo-gears whirred and spun, as if it were speaking.

>>
>>48106630
Mors climbed down the walkways to reach the silently screaming skull. Severus hesitantly followed. “My lord… I can… Hear it…” whispered Severus, stooped low beneath his Lord. Mors reached out with his massive power fist, and placed it onto the whirring skull. “It says the Voidwatcher has broken the pact of Nikaea.”
A sudden, screeching roar filled the chamber. The massive Iron skull at the head of the statue crooked around frenetically, in silent anguish. The servo-skulls across the dreadnought’s pauldrons glittered to life, and all began whirring as well. The sussurus of whirrs made music with the clanking of the spinal cable. The massive skull turned to face Severus, and the masterfully iron-encrusted jaw began to move. It spoke in a deep reverberating voice infused with anger and hate, “WITCHCRAFT! SORCERY! HERESY!” The chamber rumbled as the massive Dreadnought began to move its limbs.

I've got the basic outline for that. Being a Dread, Golgothos goes steadily insane as the Crusade progresses. Dreadnoughts cannot sleep, their occupants are in constant, never-ending pain, and there are no emotional checks. So by the time the Rebellion breaks out he's completely snapped, and wants to remake the Entombed in his image by turning all 80,000 or so into Dreadnoughts. Fortunately (sadly) he's killed outright by Vrach, which in a twisted way saves the Entombed from being destroyed by their own Primarch.

I guess I should add the bit I can kinda answer. I have some idea about the shape of the Heresy war. Hektor raises his banner in the Segmentum Solaris and is in a position of double-encirclement. There's a couple of Loyalist Legions in the interior, but most of them are on the edges of the Galaxy. Hektor orders the traitors to cripple the exterior Loyalist like the Void Angels, Steel Marshals. The Silver Cataphracts are at Terra organising scorched earth defences, which may piss some people off (either triggering the defection of a Legion or just some companies). I think that Onyx should also be in the encirclement, so that he can get his heroic death in the Siege of Terra. The Vardhana will be pulling most of his Legion in to take part in the defence, too.

On the outside, the Loyalists mostly survive the attacks and start to cohere, Roman and Gaspard meet up in Pacificus to really drive into the Traitor cordon. Adding Golgothos to that mayhem would make some sense, but other things could be done with him.

Alright, I had a random flash of insight this morning that I would like to share with the group (whoever missed it), and would like to post both my idea and my reasoning behind this.

>The Books of Merrill
Initially, this was supposed to be a couple of books written by a Remembrancer based on the personal philosophies of Merrill, and the author was a combination of Nietzsche and Conrad (so a bit Nihilistic/Absurdist). The first book is a thesis that struggle is required for the improvement of an individual. A society composed of stronger individuals will inherently be stronger. Thus, the Long Night was necessary for the advancement of the Human race as a whole. We, as a species, are now stronger, smarter, faster, etc. The second book took the themes of the first and ran with them, being best summarized as an idea that civilization protects us from individual struggle by virtue of its existence. Without this struggle, Humanity will breed out its strengths due to a protection from natural selection. Therefore, civilization is an evil which must be expunged for the proper advancement of the Human race.

>Why this is important
Overall, it really isn't. However it is my intention that these books are used as a guide for the Cult of Merrill, a group of extreme naturalists and anarchists which the IR frequently use as Pawns in 40k. It's a collection of thoughts and ideas that codifies the basic IR philosophy. When other Legions fight for Chaos, they're fighting for the Chaos gods. When the IR take to the field, they're fighting to destroy civilization as a whole. An idea that has been tossed around was that Merrill finds out the Eldar prediction for what happens if the Emperor dies (Terra becomes a new Eye of Terror, a new Chaos god arises, and every human worshipping Him becomes an instantaneous warp portal which brings all kinds of hellspawn into realspace, possibly tearing reality apart in the process). I figure for most other Chaos Space Marines

>cont
>>
>>48107216
>cont from last

don't want exactly that. They want their god to reign supreme. Or they want their god to reign supreme. Or some other vision. Point is, they don't want that to happen. For the IR, that's exactly what they want. A galaxy free from civilization, where any and all survivors will spend the entirety of their lives caught in an endless battle for survival.

>The proposed change
I'm thinking of changing the author. This was going to be a pair of philosophical books. I'm thinking changing it to be a couple of books written by a NotHunter S. Thompson type.

>inb4 someone goes off about Slaanesh and Fear and Loathing
If you read any of his early work, the guy was an excellent reporter. He did his legwork. He talked to both sides of an issue. He took the time to thoroughly research and understand what he was writing about. But he ALWAYS was more interested in the underdog. When he wrote Hell's Angels, it was to show how much newspapers and magazines at the time were inflating the issues with biker gangs. He spent time with Civil Rights leaders, hippies, prostitutes, and pornographers to understand the seedy underbelly of society. The great unwashed lower classes. Not going to downplay his drug subscriptions (issues is too small a word), but one of the primary causes was that he lived in chronic pain. Part of his drug use was the pleasure and experience, part of it was to be able to survive.

tl;dr this is a journalist who loved the places that good, God-fearing suburbanites did not dare to tread. He found those that no one wanted to hear from and told their story, fully allowing himself to be colored by his own observations over a background of truths. If you want something to be written by a man who hates society or civilization as a whole, which starts out as an excellent reporter showing what he's learned and ends with him being a rambling, incoherent psychotic, name a better source.

Out of curiosity, does the Harakien Eldar Empire treat the Komra any differently than most Xenos due to their shared history?

I don't actually know. The guy writing all our Eldar fluff has been gone for quite some time DEGuy, if you read this, we miss you

But you bring up a valid point. I'll go over both pages in greater detail, and see if we can figure something out with the guy writing the Komra.
>>
>>48107533
They believe themselves to be the successors to the Eldar Empire and as the Komra had been a part of that Empire for a while, I'd say they wish to subjugate them once again.

So in Eldar terms, they are amicable to them.
>>
>>48107646
I have this mental image of a minor force of the Harkiens showing up to some isolated Komra world and attacking them because they didn't bother to look up the reccords regarding the Komera. Then the Komera sues them in Harkien court for violating the Baj-Ha treaty.

>>
>>48115795
Okay, let's check out my ideas for an Undivided Legion.

>Death Worms
Based on Ancient and Medieval China. Their primarch was the prime minister of a feudal world on the verge of unity. Like artillery and mass assaults with Imperial- wait a minute, these guys are the Silver Cataphracts!

>High Riders
Based on biker gangs and cowboys. Primarch was a drifter on a desert world. They're obviously a tank legion. Obviously. sarcasm

>Warmakers
Based on Renaissance-Era mercenaries. Primarch was a mercenary general on a late feudal world. Generalists.
>>
>>48106503
>Writing out a legion

I just hope it's not Mastodontii. Although I never partook in further writing I couldn't but feel a little pride in them when I saw how you people continued on with them, especially how Tollund turned out and how close he came to what I originally had in mind for my own primarch back in the first thread.
>>
>>48115864

That could also work. But, hey, if you hate yourself enough, you could always rejoin the project. I'm sure that if the original author was around, the group would be more than willing to help rebuild Kranios...

>>48115893

>Ancient and Medieval China
Just... keep it subtle. Because even a hit of blatant Asian influences drives people into Weeaboo frenzy.
(not a no from me, just a warning that this has been tried and failed for the same reason each time)

>Biker gangs and cowboys
https://www.youtube.com/watch?v=SRvCvsRp5ho
(Intriguing)

>Renaissance Mercs...
Landesknecht the Legion? I like it.

>>48115929
And every time there's an opening, the Mastodontii are always among the first to be suggested.
>>
>>48116060

>And every time there's an opening, the Mastodontii are always among the first to be suggested.

To be fair, they were an idea that was too good for the person who unfortunately ended up 'working' (in the loosest possible sense) on them. Given the right person, the idea of humanistic tank traitors with a Primarch who rebelled for the cause of humanity (The Anti-Vulkan) would go very far.
>>
>>48116060
Okay, so Death Worms are questionable. Primarchs

>High Riders
Their primarch, Carter Cain, was found and raised on the deathworld Alador by a small farming family, until one day he came home and found bandits had killed them. After exacting revenge Cain became a drifter, wandering the deserts and doing odd jobs of the violent nature for towns he passed through, like Max Rockatansky combined with the Man with No Name (Though Max is just a postapoc MWNN really, so it's a bit redundant). Gets a name for himself, gets a posse, Emperor finds him, gives him a legion who happen to like bikes as much as him.

>Bon Jovi
Good taste.

>Warmakers
Villagulio landed on the planet Rexos, and was quickly discovered by a group of mercenaries camping nearby. When he was old enough to hold a sword he immediately entered the life of a soldier of fortune, and people quickly saw his aptitude. He rose swiftly through the ranks, and he and his company became the most feared mercenaries in all Rexos. Eventually, he was approached by a prince who offered a permanent contract; when Villagulio refused the prince revealed himself to be the Emperor, and convinced him to sign the contract and join the Imperium by appealing to his greed.
>>
>>48116120
I've thought about volunteering to take them on a couple of times, but writing two Legions as it stands is a bit too much for my schedule. I also wanted to steal Arelex away from Lumey and give them a complete makeover as a Legion who fights using explosive forward advances to strategic footholds and developing strong supply lines. Which would fit their development of the Atalantos Worlds.

>>48116274

>Bon Jovi is good taste
Do you happen to reside in New Jersey? Just a guess. Don't get me wrong, they're fun, but few would call them "good taste."

>Emperor appealing to his greed
For some reason I don't see this happening. Everything we've seen of him, he either appeals to the good nature or desire for power and advancement. Or he simply tells them to go fuck themselves, they're getting on the goddamn ship. Just some ideas.
>>
>>48116387
No, I'm from Alabama. Like, the exact opposite of New Jersey.

Not greed? Maybe his ambition? His desire to be part of something bigger?

Hektor's face you mean? I mean, he does look a little young (though the scar ages him a bit I think), but I don't see feminine
>>
>>48116439

>Definitely not Jersey
Fair enough, and sorry for the comparison. It's just that the only people I've met who openly really enjoy Bon Jovi usually come from Jersey. Most people register it as a guilty pleasure or some such.

>Not greed
Greed is rarely a pure motivation for one's actions. Few people are greedy for the sake of greed. Most often they wish to accomplish something with that money, whether it's improving the world around them, and they slip and fall along the way, or they seek power, authority, respect, or safety.

>Back to biker cowboys
The only issue is the bike dealio. It took a lot to figure out how to start differentiating the SB from the White Scars in the first place, and the whole Task and Organization needs to be redone to reflect this. Point is, if you do bike hit and run, then you're White Scars in cowboy hats.

For reference, the new SB model uses the speed and mobility of bikes in order to outrun their enemies (and exhaust them), outmaneuver them (and crush them with massive strikes of Space Marines directly), and run them down (combination of the two), with Hit and Run attacks being used only to guide an opponent's direction, as opposed to the primary method of attack.

If you can figure something out about the bikes that allows them to stand out, I'd go with it. Aside from that, I like the idea, but I would hang onto it for the time being.
>>
>>48116650
Eh, honestly I'm not worried about them being similar to White Scars, because cavalry IS hit and run and reconnaissance.

Hold on, let me see what else I have.

>Rho Defenders
General Legion, primarch was general, based on Hollywood space marines

>Ice Talons
Bike legion, all about attacking, based on Vikings.

Unfortunately my other two ideas are strictly Loyalist and Khornate/renegade respectively.
>>
>>48116838
>Eh, honestly I'm not worried about them being similar to White Scars, because cavalry IS hit and run and reconnaissance.
To add, I also feel cowboys and bikers aren't exactly warrior-like enough.
>>
>>48116650
>continuing thought after toilet break

I really like the idea, it's badass. I think it should be kept whether or not it's decided to make them a Legion. Perhaps as a Renegade Warband that hails from some disparate or corrupted Scale Bearers stock?

For one reason or another, they split from their respective Chapter and wandered into the warp, collecting traitors to their own banner and spreading Chaos in their wake while going the way of THE Cowboys.
>>
>>48116850

I was just thinking... What if I went full weeb with a samurai legion?

Not literally weeb, because contrary to popular belief Japan-themed things can be done tastefully. Like... My samurai knight house... Which already exists...

Shit, never mind.
>>
>>48117069

Speaking of, we need more for Goda. The Knight Houses are some of the more interesting stuff in there. What Legions Goda fought alongside, some of their actions in the Rebellion, stuff like that.
>>
>>48117069
Hey, no worries. We've discussed a few different methods of trying to tackle Asian culture without being too weeaboo in the past. I think I even suggested one that got shot down in favor of another idea.

>inb4 it's brought up
I'm not shooting this down at all, just giving you a head's up. If you want to do it, prepare for instant and harsh critique from all sides.
>>
>>48117151
I'll get to that, Ghalhal, and Markia once I've got the basics to this legion down.
>>
>>48117159
Eh, I'll settle with a knight house as the setting's token Asian people.

Actually... Nah, I can make space marine samurai work. Just make them less HONORABRU WARRIORS and more brutal warmongers who wouldn't even touch a katana. As for Goda... Well, we do have like three space German armies in Prime 40K.

>Tiger Warriors
Space samurai, bikers, love ferocious close combat...

Like Goda.

Fuck it, back to the other three.

What about these two: >>48116838

Want me to elaborate on these, or should I go back to the Warmakers?
>>
>>48117240
I think some elaboration wouldn't hurt. Again, this all isn't up to me, I'm just the only fucker on here because of time differences and a preference to getting blind drunk and staying home on the 4th.

>Tiger Warriors

If you want to try that, you can, but make sure you cover the Japanese references so that it's something that only people in the know would be able to tell. Personal thoughts: maybe do something along the lines of the immediate pre-Meiji samurai with hierarchy philosophy from the Hagakure as a reference. IE, brutal and savage but competent warriors who have no qualms killing their lessers (and I mean regular humans) over slight insults and mistakes mixed with unswerving loyalty to their immediate commanders to the point of ridiculousness. They ALL join the Heresy simply because their Primarch decided it was necessary.
>>
>Onyx the Indestructible
This was garbage and should be thrown out
>>
>>48117965

You're not alone in thinking that. There's been a lot of desire to cut Onyx and/or merge him with Golgothos and the Entombed.
>>
>>48118001
>>48117965

Onyx has been a polarizing bit. Some want him cut entirely, some want him to stay as he was without changing a thing. Some of our characters represent the grimdark of the 40k universe. Onyx represents the old rogue trader days.

From one of the few who's in the middle on the subject, I prefer to keep him not out of some sense of nostalgia or love of the ridiculous. It's more that we have a lot of asshole characters doing asshole things. It's nice to have something big, goofy, and slightly over-the-top to get a little more levity out of the subject matter.

And yes, I am aware that it might be hypocritical when I just suggested having Hunter S. Thompson writing a few books that become the center of cult worship. Although considering how some people treat Fear and Loathing, it might not be far off the mark...

You're making good points. Still, better err on the side of caution.

But it's so tempting even though I already have a Space Japan faction.

Eh, fuck it. It's not like the specifically samurai guys would step on the toes of the "History of Japan from the Feudal Era to the Meiji Restoration shoved into one planet" guys.

>Ogre Legion
The Ogre Legion is the Astartes legion of Overlord Rokuten, a fierce warmonger from the planet Angor. The superhuman space marines of the Ogre Legion seek war and glory, and so they find it in the midst of the Great Crusade. Bloodthirsty warriors, the Ogre Legion's hosts rush headfirst into battle seeking honor for their legion and their lord.

The Void Angels are not specifically Moroccan French. If you take a look at Antoine Antonelle, he's a metropolitan Gaul, while Fabrice Diallo is Ivorian. Uli Dreier is German (maybe Alsatian). There's no picture for Mai Dac Kien, but it's not the most Moroccan name in the world.

Toning down? MY Black Augurs? UNACCEPTABLE

Joking aside, what were you guys thinking? Because I did a little expansion of them myself, but non of it was really toned down that much. Mostly because I did it while listening to Free Bird on repeat for several hours.
>>
>>48117823
>Personal thoughts: maybe do something along the lines of the immediate pre-Meiji samurai with hierarchy philosophy from the Hagakure as a reference. IE, brutal and savage but competent warriors who have no qualms killing their lessers (and I mean regular humans) over slight insults and mistakes mixed with unswerving loyalty to their immediate commanders to the point of ridiculousness. They ALL join the Heresy simply because their Primarch decided it was necessary.
Reading the Hagakure, found this in the first few pages:

>Being a retainer is nothing other than hemp a supporter of one’s lord, entrusting matters of good and evil to him, and renouncing self-interest.

Yeah, these guys are gonna be some stupid myrmidons.
>>
>>48118512

Let's be honest: The Black Augurs are so obviously evil, backstabbing and scheming that they are literally Skaven: the Legion. They should technically be one of the Lost Legions, because the Emperor would take one look at them and go 'Nope!' as hard as possible.
>>
>>48118512
I don't really think they should be toned down. All they really need is to be put on a curve, starting at "a little bit evil" and sloping up towards "EEEEEvil!!!"

Well, yeah.

My internal justification used to be that it was mainly just because the Emperor needed the Voidwatcher to sit the Golden Throne eventually, but that doesn't really make sense no matter how you slice it.

Their decline into treachery and dickishness can be a lot more gradual than it is. I was going kinda overboard in the old threads.

Alright, someone else is here, so I can go to bed, as I'm proper drunk enough to get some sleep. Didn't see this bit earlier, so I think I should add a personal suggestion. We remove Diamat altogether and replace it with a large assault on Solnhofen, which can be conveniently located just behind Hektor's cordon.

I suggest this because the SB are fast units, designed to hit an enemy on their flanks or draw them into an ambush. If they break through the lines, it could slow or stall Hektor's push to be forced to deal with a Legion until backup from the outside arrives. So he has them taken out of the fight quickly to prevent any hiccups to his plan.

>The Volemar Gamma Campaign was a battle fought by the First Legion and Second Legion for control of a fortress-asteroid in the Sol System. Volemar Gamma was infested with foul Orks and the fight to eliminate them from the asteroid's many tunnels required the specialist skills of both Legions. Although the campaign took place close to Terra, it is still considered part of the Great Crusade.

It's all in the implementation. There's no obvious overlap with other Legions, so it's worth a shot.
>>
While we're waiting on Legions to be tidied up, I had the idea of working up the pre-Primarch War Council. We know that the Emperor and Malcador had a crew of Terran adepts around to help plan the Great Crusade. As we're more focused on that era than the OU, it might help to cash out the membership. I wrote up Gufarnus, but there's definitely room for more:

https://1d4chan.org/wiki/Gufarnus_Altmakar
>>
>>48124000
>Malcador is second in command
>Altmakar is head general

So we need a few positions. I'd assume Malcador could also fit in as a kind of Secretary of State

Would possibly need the following positions:

>head of economy/trade
>head of diplomatic relations
>head of internal security
>head of science/technology

Sound about right?
>>
>>48124122
In my view, it's probably more focused on military affairs and more of a committee than a cabinet. (Remember that the War Council had to be reformed in order to cope with the Imperium it created.) I'd guess that there are a whole lot of generals together with some sages/scientists. That also means that people can come up with characters they like and throw them in, rather than having to fit a particular mold.
>>
>>48124321

No doubt there would be mostly a militaristic focus of said group, but that also need resources, allies, etc. If they want to survive long term. And what we do know about terra tells us that there are production facilities, but raw materials are nearly non-existent and other resources are few. Before the Emperor builds his armies, he needs to feed and equip them. Without the Administratum, Mechanicus, et all, he'll need to rely on others to acquire the necessary supplies.
>>
>>48125847
Yeah, point well made. I guess the right approach is to just say that the Emprah would need a bunch of talented guys and invite creativity. The only things I'm really sure that they all need is a baroque title, some deeds and to be killed off sometime in the Great Crusade. Maybe someone could come up with a green-text survey for War Council members?
>>

>Tzeentch
Bureaucrats and ministers; scheming, ambitious.

>Undivided
Laborers and farmers: not aligned to any one god.

>Nurgle
Outcasts: diseased, left with the odd jobs, full of people in despair. Based on Burakumin and beggars.

In the meantime I'll also be posting info on my talk page until I get enough for a new Legion page.

>What they were doing before the rediscovery of their primarch
The Ogre Legion was in the midst of a war against the Ork WAAAGH! Rehab in Segmentum Tempestus.
>What their primarch was doing before the Emperor found him
Rokuten was a warlord who began a lengthy war of global unification and swept across the planet in a fifty-year campaign, creating alliances and destroying entire kingdoms. On the eve of his final victory, Rokuten was approached by a mysterious stranger who was obviously the Emperor and warned that Rokuten's army was about to be destroyed, which more amused Rokuten than anything. He then destroyed Rokuten's army and gave him a legion to compensate.
>How the primarch changed his legion
Rokuten found the time to sit down two-hundred of his new marines in a large room and teach them his ideals. To Rokuten, there is an order in the universe that should not be upset lest there be calamity. There are the peasants and farmers, the artisans, and the ministers and bureaucrats; and then there is the warrior-nobility, whose divine right is to rule and protect. He laid down the code of conduct for warriors Muh Bushy dough, and established what honor and glory truly mean for the legion It usually involves killing people. These two-hundred pupils then spread these teachings to all the legion, and with these lessons they became the servants of Rokuten.

>>
>>48126126
Just to make a point to anybody who cares to create individuals for the War Council before the Primarchs, all the existing fluff makes it sound like Big E just kind of reveals himself and has a massive army of men and Thunder Warriors behind him, complete with production facilities and materials required to equip and arm everybody. That kind of stuff doesn't just happen, he'd need at least the cooperation of the neighboring techno-barbarian tribes, tons of scientists, researchers, and technicians, a good supply of labor, enough localized rule of law to be able to do something other than fight off other people for food (speaking of which, that shit is hard to grow on Everest), and a covert line of supply that's large enough to give him everything he's built.

Side thought, the Council doesn't have to die, they can just be slowly replaced by the Primarchs and Mechanicum, while they are given other seats of authority and power. Eventually, the original council is gone on its own.

>Side thought, the Council doesn't have to die
The OU description of the War Council has it that the men who originally ran the Great Crusade died off because they were mortals rather than super soldiers. I take it that a lot of them would die of old age rather than more exotic causes.

I actually forgot that the Great Crusade ran a couple of hundred years, there. Although with 40k life extensions I guess you COULD have someone survive the whole time on the council, it would be extremely unlikely.

Even more so if you add the Unification Wars to that.

To be fair, Pallas Eugenesis survives the whole thing. There could be a few advisors who were given similar levels of Gene enhancement by the emperor.
>>
>>48133050
Pallas Eugenesis isn't a genetically-enhanced human, she's a biologically engineered creature.
>>
>>48133108
She also didn't have the emperor overseeing her procedure. Not saying it has to be done, just saying its an option. Alternatively, one or two of them could be earlier genetic experiments that the Emperor undertook before creating the primarches to gather data or test out approaches, and to serve as talented advisors.

+++ HARVEST OF RUAWCH +++

The planet Ruawch was one dozens of worlds in the sprawling Balngar system which lay in the Ultima Segmentum. On its temperate surface it hosted the capital of a robust human society that in the past hundred or so years had managed to shake of the horrors of the Long Night and set itself to the task of re-colonizing the other life sustaining planets which orbited the star. Though small it was hardly insignificant due to the almost excessive abundance of resources within its many gas giants, asteroid belts, and black dwarf that lurked on the edge of Balngar's gravitational grip. Thus the Ruawchi found themselves in the path of the 410th Expedition fleet.

Lord Commander Alhaus Nitzkowski knew the Ruawchi's type. They talked big about preserving their sovereignty to the diplomats attached to the small scouting flotilla he had sent ahead but when the full might of the 410th arrived in their little system they would see how truly outmatched they were. They would go through the motions; first would come the bluster followed by the stalling before they would finally acquiesce to taking their rightful place within the Imperium of Man. The formula was designed to save face and the Lord Commander say little reason not play along if it meant taking the system largely unmolested.

"My lord," the communications offer said right on cue just as Ruawch and its panoply of moons was coming into view without the aid of magnification. "We're being hailed by-."

The Lord Commander smirked and adjust his hat, wanting to look good for his moment. "About damn time. Patch them through officer."

"It's not from the Ruawchi Supreme Council my lord..."

"Then officer, who is it from?" He continued adjusting his hat for a moment before turning his attention to the Fleetmaster to his right. "What do you want to bet it's fools who don't know when to fold?"
>>
>>48135190

The fleetmaster waved his hand with a smirk, signalling that only a fool would take such a bet as the communications officer turned around to face his superiors with a perplexed look on his creased face. "Truth be told sir, we don't even know where the signal is coming from let alone who is sending it."

Alhaus chuckled as he sat back down. "Ah so it's going to be that kind of game. Put them on then."

The screen filled with only static as a woman's voice with an implacably accented high gothic came over the line. "Imperial fleet, I am Admiral Naita Novaxa. This system is under the protection of the Vetrovnak Protectorate. You will retreat immediately-" The entire bridge became hushed as the array of monitors showed a gargantuan skeletal vessel bristling with tendrils easily large enough to swallow the entire fleet whole appear out of nowhere frighteningly close to the 410th's position, "-this is your only warning. Failure to comply will result in the commencement of pacification."

The Lord Commander locked gaze with the Fleetmaster; the both of their brows were knit tightly as they raced to think of what just happened. "It's possible that this is a ruse..." the Fleetmaster said at long last after several moments. "Something duping out sensors or a hologram. A ship of that size cominng out of the void like that-it's ridiculous. It has to be."
>>
>>48135209

If it is a ruse, Alhaus thought, then it's intent would be a bluff meant to intimidate the 410th into running. That of course would be reported right back to Terra and the more heavily armed expedition fleets lead by the mighty Astartes would come to correct this. The Ruawchi should know this as the diplomats were instructed to defiance had only one painfully clear response. Thus he concluded that there could only be one of two cases. One: it is a deception engineered by an third party, likely nonconformists who would refuse to go down without a fight anyway. Two: the impossibly large ship is real and it represents a threat to the Imperium's interest, one that would need to be destroyed.

In either case the only correct action was to open fire. In the first case the ruse would be exposed immediately. In the second case it would at best destroy the enemy, winning him a great deal of commendation for his bravery. At worst the entire 410th would perish to a superior foe but they would have the chance to gather valuable intelligence that could be passed on to inform the rest of the Imperium. "Fleetmaster, prepare for battle. The Imperium of Man does not falter without a fight."

Before the fleet master could so much as give his orders the bridge was suddenly plunged into abject darkness. It was only for the briefest of moments before back up systems came online and reports were being delivered. Somehow the mighty engines that powered the great flagship were just gone. One by one systems were reported as either gone or inoperable according to the sensors. In the minutes that followed reports from damage control teams reported that while the engines and main guns were there they were with frozen solid or had somehow inexplicably turned to stone despite the void shields that should have protected them.
>>
>>48135224

"What... what is going on?" was the best that Lord Commander Alhaus Nitzkowski could muster. He sat in the red glow of the emergency lighting in the bridge trying to make sense of what had just happened, deaf to the chaotic reports coming in from all stations aboard the flagship of the 410th. No one had an answer and no one would as by the time he suddenly though to question the growing quiet on the bridge he felt himself lurch to the side on to the armrest.

He couldn't focus his eyes. Thinking was needless to say quite difficult but that wasn't about to stop him. There must be poison in the air, it was the only answer that made sense to him. He ignored the long list of reasons that there couldn't be poison in the air and tried to use the last few moments he had before everything faded to black to find an answer. He wouldn't.

When the Imperium of Man finally managed to send a ship to check up on the 410th after its long overdue scheduled report three months had elapsed. Upon arrival to the system they found it eeriely quiet. The usual radio chatter was missing and the many shipping lanes that connected the planets were devoid of life. The only sign that a battle had taken place was the derelict remains of the 410th's flagship, though they would be completely unable to explain why the majority of it had simply been turned to stone. The rest of the fleet was no where to be found.

Ruawch and the other planets too were similarly missing all signs of human habitation yet the signs of struggle were minimal. To the dispatched team it was as if the entire population had suddenly been spirited away. Of the xenos they knew about the only rational conclusion - if it could be called rational at all - was that the Eldar were somehow responsible for this. In the end the Balngar system entered into the Imperium's hands but the mystery that befell it would forever haunt the brave settlers brought in to fill its emptied surface.

Of course.

I'm pondering writing a bit about Alhaus waking up sometime later but I'm still not sure where I want to go with it.
>>

Seems to me like the incident is part of the spooky build-up to the Vetrovnak becoming a known threat. I'd be inclined to stretch things out a bit and do the personal interaction in the next encounter. Maybe have a squad of marines abducted (perhaps from the revised Eyes of the Emperor) and do a point of view from them, or something along those lines?
>>
>>48137378
Yeah I was planning on having some interaction between Alhaus and Novaxa, likely her trying to convince him to submit quietly to the Vetrovnak so she can spare the trouble of memory editing him and the men of the 410th. Plus it'd serve their interest to have a native on their side to extol the good work of the VHP as it were.

I'd imagine that gathering intelligence on the Imperium and its methods of war would be a high priority, too.

I've been musing on the defense of Terra, and after listening to Dan Carlin's "Ghosts of the Ostfront", I got inspired for the Heresy.

Now, the series didn't teach me much since I had learned more about the Eastern Front from other sources. It did illustrate the situation more clearly from the Soviet perspective during the early war. Particularly, the laws Stalin instituted to strengthen his fleeing and surrendering armies. Alexandri of course, could implement such measures to stop soldiers from defecting to the charismatic Traitor side. Give them a reason to lean more on Chaos for assistance.

-Every family of a Traitor is to be executed, sharing his crimes in equal measure. Secondary Family Members are to be interned for force labor.

Pulling all outlying worlds of resources, and leaving them with fanatic and digged in defenders to delay enemy advance.

Strengthen a core ring of systems in an almost defensive pattern, with a store of reserves and plenty of material to sustain themselves in case of being isolated by Enemy Fleet Elements.

Soldiers ordered never to surrender, or be treated as Traitors themselves. Soldiers are ordered also, to engage the enemy close as possible to stop them from bringing to bear overwhelming fleet support onto the ground.
>>
>>48138694
Some of this depends on how you imagine a war in space. Some systems can just be bypassed, so a ring (sphere?) isn't as important as stations at the key warp routes.

You might want to think about how supply lines get changed from regular civilian traffic to the needs of total war - rationing, conscription of merchant transports, that sort of thing.

Got shit sleep last night. Despite being in bed for damn near 11 hours, it was only half and half spent sleeping.

The good news about this is that I got my thinking cap on for quite some time.

I know we kind of agreed that the dissolution of the War Council and setting up the High Lords of Terra was one of the major concerns of Hektor, but we never really got a list of events that would cause him to feel they were being replaced or removed. I think it's fairly important to work on that.

>Scale Bearers
It's been a while since I dredged this up, but I think we should do a couple of things here. First, a more fluid command structure which gives greater autonomy to commanders and leaders. Second, Marines within the Legion are promoted based less on skill of arms and more based on the hazier idea of leadership values. In the end, this creates a Legion who is more devoted or more willing to follow their leaders, but at the same time it can cause problems in the event that a lot of their leaders are killed or destroyed and the Legion is scattered.
>>
>>48141928
>I know we kind of agreed that the dissolution of the War Council and setting up the High Lords of Terra was one of the major concerns of Hektor, but we never really got a list of events that would cause him to feel they were being replaced or removed. Good call. I think we currently have the Council of Nikaea and the appointment of Alexandri as Praetorian to put on that list, but we probably need some more besides.
>>
>>48141928
To continue, I'd like to add the suggestion of Lord Samamael Bolt to the list of War Council members.

Samamael Bolt was a small-time Techno-Barbarian and the head of a miniscule nomadic tribe. He was not a particularly skilled combatant, nor was he the most inspiring leader. But he was incredibly intelligent and gifted at noticing patterns in events and meeting the needs of the tribe. They always had food in their bellies, ammunition in their weapons, and promethium in their engines. But he had dreams of more. During his travels, he noticed a series of patterns. Certain items were always actively sought after for trade, even in small encampments which would not need the items in question. He was able to deduce that someone, somewhere, was building something big. He knew not who, what, or where, but he was convinced that if he could find this individual, his tribe's needs would always be met.

Over the next couple of years, he followed what a trail of scavengers, nomadic traders, and shady shopkeepers to the source: A massive bunker complex being built into Mount Everest. With trepidation, he entered and found The Emperor of Mankind waiting for him. After a long discussion, he found a place for his tribe within The Emperor's encampment and a Seat at the fledgling War Council, given the role of Quartermaster.

Throughout the years, Lord Bolt held many lofty achievements, though most were lost in time. He redrafted The Emperor's supply chain to make it both more difficult to track and increase its stability and efficiency.

He created the first drafts of what would be the Administratum, and his name is still the first listed on its official charter.

His largest accomplishment was the Bolter. He did not discover it, take part of the design, or invent it. However, as the Emperor's Astartes were growing too large to effectively field the Volkite Chargers, it was Samamael Bolt who brought Him the solution to His problem.

Alright, we should probably codify that a bit better in some way. I'll look things over again and see if I can't make more sense of it all.

>>48129636
Alright, it's come to a couple people's attention that this might be slightly racist. Not in a "kill everybody that's not [insert specific racial heritage here] kinda way, more of a pic related kinda way.

With that in mind, if you really want to pursue this, I'd suggest taking a look at how these kind of honor systems developed, which starts with how feudal systems developed. It's all basically the same bit.

This stuff all basically starts as a social contract between people with strength and ability to fight and people who don't have that. Generally as an amicable agreement of "we'll give you food if you help protect us."

Over time, this turns into a class/caste system, with the peasantry at the bottom. Honor systems are usually introduced when the warrior class starts acting like privileged assholes. It's a method of adding societal pressure to granddad's teachings of "your job is to protect these peope first. Their job is to feed you second."

As history is fond of repeating for us, the honor systems themselves always get corrupted by assholes with weapons and power. One of the reasons I suggested the immediate pre-Meiji period as a reference was because that's when the honor system was incredibly far gone. One of the classic examples of the bushy dough bits was the whole "a blade must draw blood before it is resheathed." while it sounds like some kind of badass warrior code, it's really just there to both reinforce that this is indeed a dangerous weapon (the best way to remember how sharp knives can be is accidentally cutting yourself. Doing so in a controlled manner helps keep that memory fresh) and not to be an asshole waving your sword at people unless you want to kill them.

>cont
>>
>>48144013
>cont

Eventually, this changed from "I don't want to have to cut myself just to threaten this asshole" to "oops, I just accidentally drew my sword. Guess someone has to die now." And that kind of shit happened all the fucking time. The peasantry lived in absolute fear of samurai and ronin, because if you didn't bow low enough or used the wrong wording in a greeting it might just mean getting killed.

Something similar goes with the discussions of loyalty in the Hagakure specifically. Your superiors might just order you to do something that goes against your personal code of honor or sense of morality. But if you're a samurai, it's not your job to question their decision. It's your job to keep them alive and slay bodies, that's it. They're in it for the long game, and if you're just lucky enough and really good at your job, you'll get to see them continue to make decisions you don't like after you die.

Given, all honor systems and filial obedience rules are made with the idea that they're being given to people who don't have a fucked up moral compass. That this kid knows it's bad to kill someone just because he pissed you off, and reinforce the idea that those below you are just as necessary and important to society as you are. When you get someone who thinks those rules don't have to apply to them anymore, the warrior classes start murdering people with impunity.

So I'd actually suggest that if you want to follow those kinds of ideas, start with them as a backbone to making an honoraburu group of individuals, and the assumption that they have a strong moral compass winds up backfiring spectacularly.

What Merrill says here isn't wrong, but I think we're at the stage of warning about potential problems rather than asking for a rethink. Moving back to Hektor, the reasons we've got for him believing he's about to get replaced...

>Nikaea Verdict
I'm not exactly certain on how, but tell me if this sounds off.
-Verdict on Librarium does reduce his own fighting capacity. Librarians allow foreknowledge of enemy strikes and maneuvers while bringing a pretty decent punch to the fight.
-Forcing the Tribunes on him could be viewed as slightly removing his authority, or at least a breach in methodology. Having to hear out the influence of the Imperial Truth (something he got raised on, and probably knows better than anyone save The Emperor) creates strain on his command.
-Sanctions against Voidwatcher shows that the Emperor has no problem with removing a Legion's honor and deeds if he does not approve of their actions.

>High Lords of Terra
-Though he's still The Warmaster, he doesn't sit on equal footing with the High Lords like he did the War Council, it severely hampers his own power base within the greater Imperium
-Creating and enforcing Rules of Engagement/War on the Astartes further limits what he's capable of doing as Warmaster.
>Possible idea: some incident happens (possibly also as fallout of Nikaea) which dictates when and how Astartes may be allowed to be used in a warzone, causing him to feel pushed aside, or even just enforcing that The Emperor only views his sons and the Astartes as weapons of war
>Possible idea: dictating limitations on when Exterminatus may be used. While it's small, it undermines the previous idea of any Primarch having the authority to claim a planet is too far gone, thus further reducing the Astartes power base

>Other issues
-Sanctions against Lumey. While they might help out Hektor short-term, they send a pretty messed up precedent.
-The two missing Legions. 'nuff said
>Possible idea: I think something was said about sanctions against Uriel
>Possible idea: sanctions against Inferox. You know it would happen eventually.
>Possible idea: sanctions against Merrill.

>>
>>48146175
Why would sanctions happen against Inferox? He actively fights only Xenos or humans too far gone to limit such an issue from arising.

Also we're all forgetting Hektor gets to see, may be even lead, the purge of the Thunder Warriors.

>>48146481
Aye, I agree with that too. Take legitimate worries and spiral them into mad ravings.
>>
>>48146481

>>48146599
Inferox might only fight those, but if you combine his style with a group of humans the HLoT decide aren't "too far gone," you can have some serious complications.

To both, the reason I'm listing all these is not to pick and choose well, it kinda is, but[\spoiler], it's to see how many of these the group wishes to have around, which ones they think should be dropped, and if anything should be added.

>The Ogre Legion

The Ogre Legion were the steed and sword of Rokuten, the fierce overlord of Okan. On his homeworld, Rokuten was the most feared warlord whose armies swept aside entire kingdoms and ogre hordes in a wave of gun smoke and shining steel, killing men and great beasts alike. His legion follows in his example: they march to war holding bolter and chainsword in hand, preferring close combat and their holy bolters over less glorious ways of war. With the blade and the gun they had fought a thousand wars for the Imperium, and united humanity under the Emperor. With peace attained in the galaxy, the Ogre Legion prepared for a long and humble watch over humanity. However, Chaos took hold in Rokuten's idle mind, and infected his honor and ambition with arrogance and a lust for power. His legion, myrmidons blinded by their unbending warrior code, gladly followed him in his fall, and joined Hektor in his war against the Emperor to bring eternal war to the Imperium.

Good to hear. Anything about them change since my time?

I could switch it back to Tiger Legion or something if it bugs you that much.

>I just realized I can make Ogryn auxiliaries a thing for these guys, with demon masks and iron clubs and everything. It was a concept I had for Goda, but I couldn't really make it work.

Actually it can work pretty well. For one, Space Marines really don't like Abhumans. There's a short story from 3e of a bunch of Dark Angels sent to save some Imperial Guard. Find out the Imperial Guard have some Ogryns with them, and the Dark Angels leave in disgust and leave the Guard to their fate.

For another, Ogryn Labourers are common to many Imperial Worlds. Taros has a population of them, as does Vraks. So Goda could also have an Orgyn Labour Force as well.

I feel it may be a bit too much for an industrial knight world.
>>

Are you kidding? Ogryns were built for Heavy Labour. They can replace Forklifts and carry far more than any human. Ogryns were used to build the Imperial Palace on Terra. There would be use for Ogryns on Goda. And if Ogryns can be used on a Military Depot world like Vraks, they can be used on an Industrial Knight World.

I mean as a concept they have knights, and they got Imperial Guard, and then there's the tanks and the turtles and the ninja death cults that I haven't fleshed out yet. Adding Ogryns... A tad too far for me.

Then again, it's an industrial knight world.

With tanks and turtles.

And samurai.

Fuck it, they can have Ogryns.
>>

I'd say adding them in is just fleshing everything out a bit more. They could be armed and used as disposable shock troops to augment the Knights and supporting formations when they're not living forklifts.

I'll keep it in mind once we leave the Hektor Heresy.

IF WE EVER DO.

Who knows? But Goda will have their part to play in the Rebellion. There will be battles they'll fight and campaigns they'll serve in. There should probably be some Goda Knights on Zhuko V, ripping into thew vast hordes of traitor tanks.

Even if we leave M30, we can never leave M30. We'll keep doing it over and over and over and over...
>>
>>48149509

M30 is just the Crusade. Though to be fair we can't even leave that.

This is fine, though some foreshadowing of the Legion's fall to Chaos should come into it as you flesh them out.

Last random bit for the night

>Lord Friederick von Eckelberg

von Eckelberg was born Prince Friedrick, third in line to the throne of the planet Epelstein. His father reigned supreme over the people of the planet, and his elder brother, Elphaus, was next in line. When he was ten years of age, the XX Legion discovered his planet.

The unification process happened as it always does with the Iron Rangers. The first attempt was performed over a variety of long-range communications. Once a solid connection was established, both parties sent ambassadors to begin diplomatic talks while the Legion prepared for invasion. It was clear that the planet was severely behind technologically, as they could barely get a shuttle out of the atmosphere, but they continually refused to surrender. After some time, Rogerius Merrill himself and King Roderick von Eckelberg III decided to meet and parlay one last time.

Upon seeing the Thunderhawk filled with Merrill and his Astartes bodyguard, the King started having second thoughts. Upon hearing Merrill monotonously describe how quickly the planet would be taken from him, and that he and his family would not be spared should they continue fighting enlightenment, the king quickly surrendered. This surrender was not enough by the Primarch's perspective.

"You told my ambassadors you would fight to the last man to keep your planet, despite all their kind words and generous offers for unification. You only surrendered upon the realization that the fighting force would not be other mere men, but the Adeptus Astartes and myself. We cannot stay and pacify your planet. We have other planets to conquer. We will need some form of collateral, should you go back on your word."

Elphaus would have been selected to be a Correspondent to the XX Legion, yet his own son had just been born. As the entire family would not be brought as collateral, and separating a family was not something Merrill preferred to do, he chose Friederick as his new Correspondent.

Over the next twenty years, Friederick served as one of the many Correspondents to Rogerius Merrill. After receiving some of the best education in the galaxy, he served alongside Merrill in combat, oversaw numerous delegations, served as ambassador and emissary, and rubbed shoulders with the militaristic, social, political, and economic elite of the Imperium.

Shortly after he turned thirty, the fleet discovered that his father, Roderick III, had died. His brother was about to assume the throne. At this point, Merrill knew that the brother Elphaus had not seen in twenty years held little value as a hostage, and so there was no more reason to keep Friederick. Though he still did not trust Elphaus. As such, word was sent to Epelstein that Friederick would be returning to them, and sent him home with an official letter recognizing Elphaus as the governor of Epelstein, while placing Friederick as his military advisor and commander of his forces. A second letter and orders were also given to Friederick that should Elphaus ever attempt to secede the Imperium, Friederick was authorized to eliminate him and assume direct control of the planet.

Those on Epelstein knew not what to expect upon his returning, but were overjoyed that the lost son of von Eckelberg would return. Parades and balls were planned, and the planet would go through a massive celebration upon receiving him. The man who stepped off was not what they expected. the von Eckelberg line had a long reputation for girth from a combination of privelage, diet, and comfortable living. Friederick was a stark contrast. Lean, fit, and a decorated and veteran military commander.

Though he was welcomed with open arms and heartfelt greetings, many resented his return. Many more resented his writ of military authority. However, he held his position with perfect tact and fairness to all. Numerous lords found that he often had advice towards most situations, and would always listen to the same. He became beloved by the lord and layperson alike. Eventually, this time would pass. Elphaus was not convinced that the Imperium truly helped Epelstein as much as Epelstein helped the Imperium, and he began a cabal of other lords who held similar values.

On the day they were to rebel against the rest of humanity, they were detained and tried. Elphaus and his co-conspirators were executed by hanging. Many lords who supported the campaign but did not actively participate in the cabal were stripped of their lands and titles. Elphaus's son was given a large tract of such land and exiled far away from the capital, and Friederick assumed the throne.

The people loved Friederick, and none disputed his qualifications and abilities as far as ruling were concerned. Of concern was that the line of succession had not been broken for any reason for the better part of two millennia. With Elphaus in exile, many believed that Friederick did not have any right to rule, at which point he would discuss his orders and authority granted from Primarch Rogerius Merrill, Commander of the XX Legion, Iron Rangers.

Grumbling became resentment. Resentment became a campaign. And that campaign resulted in a lengthy request of the High Lords of Terra to restore the line of succession. After some review, the High Lords discovered that many other men and women who were Correspondents to the XX Legion were returned to their home worlds with similar orders or authority.

Rescinding his authority would mean undermining the military effectiveness of the Great Crusade. The issue could be handled by the Warmaster, however it was well known that Merrill and Hektor were very close, and dealing with this in a public manner could cause Hektor to lose face. The final decision was made to temporarily recall Rogerius Merrill, and discuss possibilities, and possibly a workaround, to alleviate future concerns of a similar nature.

>What I was talking about with Merrill getting sanctioned

How this relates to Hektor:
Very little directly.
But, Merrill, one of his larger supporters and a man he relies on in case of emergency, is getting recalled by the Lords of Terra without informing the Warmaster, and to make matters worse, there's no information what his recall relates to. His authority is being undermined and he's being kept in the dark.

Throwing this out to Zorg now, what if Goda doesn't rebel? It stays loyal to the Emperor above all else? The Legion rebels, but the inhabitants of the world fight on in the Emperor's name. Just a thought.

Legion?

Goda is not the homeworld of the Ogre Legion.
