Make it Brave New World. He keeps the people so happy and docile they are practically sheep, and act as his personal slave army. He does nothing "wrong," but on a deeper fundamental level it just isn't right.

He loves his people and wants to see them thrive and prosper. If that means the suffering of neighbouring peoples, so be it. Sacrifices must be made, and they will be made by outsiders.
To a foreigner, he is a monster who sends troops to pillage their resources, capture slaves, and expand their borders with fire and steel. To his own people, he has helped reclaim their past glory and has revitalized the economy to the point where no one goes hungry and the future is bright.

This is just a lot of dictator's in general. In the eyes of the German people, Hitler was a pretty cool guy. He was good with children, loved dogs and seemed to be self sacrificing for the good of his country. Didn't stop him from being one of the biggest mass murderers in history though.

Seriosuly: the legitimate ruler of Latveria whose people love him because he's one of the best leader of nations in the world; his country, while not very free, is happy and safe; he took over the world twice and turned it into a utopia but gave it up both times because he got bored. The only real reason he's a villain is because he has a hard on for Reed Richards and gets bored easily.
