Outside of settings with alignments, they could maybe put some sort of dampeners or limiters on students until they prove themselves responsible or whatever, or maybe just start off with like really rudimentary teachings for the first year or two; if it's a high-fantasy setting it's all stuff anyone could proverbially google and learn form street magicians. Then the megalomaniacs would be all, "I'm better than this! This is a waste of time!" and the psychos may start strait up complaining about not being taught how to kill/destroy stuff.
