The literally only reason the South American and Mexican drug cartels exist in anything close to the capacity they do today is because they're poor neighbors of the world's dominant nation, which happens to consume huge amounts of a drug which is best adapted for growing in parts of South American. There'd probably be some blending between that and what's now southwestern US, shifted borders, and the like. I'd guess it's something of a 2300AD situation where through various circumstances everybody quit the space game except for one major nation in Latin America, likely Mexico or Brazil. Space for a long time would be named and dominated by this nation and even after a more global coalition becomes the norm (Likely a blend of everything that exists at that time), they would use terminology and naming conventions inspired by Spanish or Portugese-language explorers who first colonized the Local Bubble near our sun.

A very long time later, Solar polities venture out with the first warp gates or what have you and come into contact with some of these inhabited worlds. Let's say Jupiter (Spain) and the Trojans (Portugal) are the most successful in spreading to these New Worlds and conquering them. The Jovian Empire becomes vast but is eventually overthrown in revolutions, but the far worlds and their once isolated populations have been forever changed by the time under the Jovian boot. Great leaders try to keep large interstellar states together out among the newly liberated far worlds, but nationalism wins out and most of the star systems decide to go it alone, establishing their own identities - not the same as their isolated pasts but not some homogeneous offshoot of the Jovian Empire either.

The sector I homebrewed for my Rogue Trader game had a Latin American flavour.
It was still 40k as we know it but in the backstory, the sector was originally settled in the Dark Age of Technology by a distant descendant of one or more Latin American powers. I kept that in mind while naming planets and important ancient family bloodlines.
The setting was also very loosely inspired by the Spanish Empire. Several minor races were based on South American natives, and there also a small, vastly inferior alien power that the Imperium was massing an armada to wipe out.One of those aliens was a pirate turned fleet commander whose insignia was a dragon.
