What's the difference between Human and Elf magic and which one is better?
Elf magic comes from their relation to Fae. Human magic comes from wits and study.

In Warhammer Fantasy it used to be that Elves ware able to use purest magic, combining all eight winds of magic into one thing. It was called High Magic. Humans ware weaker their Elven tutors taught them to divide it into eight weaker lores and master them separately. Has a lot to do with men living up to 80yrs while elves, especialy mages, easily going over two thousand so they have more time and patience for it all.
There is none in the actual magic. Humans are the students, and elves are the masters. Elves came first, studied and mastered it for aeons. Humans finally grasped the spark potential and the Elves began to teach them magic and uplift them. Humans have the benefit of Elvish experience, but they're also a bit reckless, less respect to Elvish traditions, methods and patience. It caused some (in)famous accidents, and the birth of villains, but it also allowed humanity as a whole to create some shining examples of Wizards with their short life spans. Exceptional human wizards are longer lived of course, some are respected as equals but they're still quite rare. Humans certainly eclipse elves in numbers of magical users, but they're nothing in comparison to the average Elvish spellcaster. The relationship is almost identical to humans and Vulcans. Elves also have access to ancient magical artifacts, and they're sorta The Law when it comes to forbidden knowledge. They're annoyingly vague on why it's forbidden, which causes humans to sometimes seek it out and fuck shit up.

There's actually a quote from the most powerful ever College mage, who got tutored by Teclis. He was a master of the Lore of Light, and he said that when he saw Teclis use High Magic, it was all he could do to keep his eyes from burning out of their sockets at the sheer sight of it, he had to close down his senses and shut it out or risk killing himself by being too close.
High Magic is some crazy shit.
