In a nation that is predominantly urban, they'll probably be made to do jail time, will is an unescapable hell. It was worse than modern jails are today, far worse. If it's a more agrarian society, i.e. Russia, you'll probably be sentence to labor camps for a few years.
Fines may be issued to anyone who helped you, but generally only the directly guilty party will serve time.
If the setting allows it, you may also have the option of joining a semi-suicidal military unit (conscripts, trireme rowers), or one known for harsh terms of service (foreign legion, The Wall) that may or may not include service for life as a term for escaping certain death/unending jail time.

There is absolutely zero magitific proof that Halflings have souls with the quality that, say, a human soul has. Yes, they clearly have an animating life force in the same way animals do, but since dogs and horses can be ghosts, the existence of halfling ghosts does not prove that they possess the refined capacity for sapience that other humanoid creatures do. Consider their small heads and excessively simple lifestyles. Halflings do not build cities, they do not invent siege engines, they seldom innovate or create new things. Oh, they can learn, aping human carpenters to construct primitive doors for their burrows, or human cooks to produce Dalish Fries instead of eating their potatoes raw, but nothing they make is original or new. They are a race of mimics and copycats. In fact, in some parts of the Realms halflings are unable to give informed consent (although the popular legal argument currently hinges on their perpetually drunken state, they drink like dwarves but cannot metabolize it as efficiently). Ackshuwally! The smaller the entity the less food by ratio. Ex: a 12 foot person actually requires 4 times as much food as a 6 foot person more or less if i recall. A halflinf being half a person means they could function off a hard boiled egg for brecky, skip lunch, then half a single lettuce leaf and small smear of peanut butter sammich for dinner. Less water too. The extra stomachs would actually compound this as it allows more time to digest the food thus increasing nutrient intake. You could house them in half the space but save 5-6 times on the food budget.

Depends on the job.
For crafts, a halfling's productivity will be close to or even potentially higher than a human's. That's due to their small, nimble hands.
For jobs that require muscle, things are a little more complex. Strength varies by the square of linear height (ceteris paribus-- and you started it asking about coefficients and economics). So a 1/2-ling has 1/4 the productivity in purely strength-based occupations.
For jobs that require intellect, smaller body means smaller brain. Fortunately, intellect seems to very roughly correspond to the square of linear brain size (surface area) rather than cube (volume/mass). Even more fortunately, the correspondence is rough and so it's not necessary to account for this at all. So while a -1 to int is possible, the source material suggests that intellect (and therefore productivity) will be the same.
For purely social occupations (actors, whores, lawyers, politicians, etc), the brain argument remains. Based on 4chan, I think some people will have a fetish for halfling whores. Others will prefer humans or giantesses, though, so I think on average there won't be a difference.

Ok so now let's talk cost of living. I'm using the categories used by the market basket of the CPI:
Halflings eat meals that are 1/8th the weight (1/2 cubed), but due to heat considerations must eat twice as often. That has two effects. First, total food cost is 1/4. Second, time spent on meal breaks is doubled (stomach is 1/8th size, meal is 1/4th the weight). Water requirements follow the same logic.
Halfling housing costs are 1/8th as well, *IF* they stick to halfling-sized buildings. This is probably how they can afford to live in holes, at least the rich ones. If they live in human-sized buildings, then the high roofs mean that they take up 1/4th the space of a human instead.
Clothes will vary by the square of linear. So 1/4th.
Transportation will vary. In cases where weight is the limiting factor, as in airplanes and magic carpets, cost will be 1/8th for mass transit. Where it's surface area (berths on a sailing ship), it'll be 1/4th the cost. More often, you'll have riding dogs, etc. Cost is 1/4 because the main cost is feed and a half-sized animal eats 1/4th the food and lives in 1/4th the acreage. Dogs eat meat, but they can be table scraps, and horsefeed is pretty expensive too. I'll naively call it a wash and stick to 1/4th.
Medical care is mostly spell slots and expertise. Both of which will cost just as much. Entertainment costs will be the same as for a human. Ditto for communication and education. All these require skilled labor and don't scale by size.
Crafted goods will vary, of course, because they depend on the very quantity we're calculating: the halfling cost of labor and productivity. The goods themselves will weigh 1/8th as much, but this is very rough. Some will weigh 1/4th, some will weigh the same. Many will have costs that are mostly reflections of skilled labor rather than materials-- ie costs similar to those of human-sized items.

So, for the major expenses, we're talking labor costs of about 25% that of a full-sized human, potentially lower in pure-halfling communities. Then come those minor expenses, which for very wealthy halflings will be most of their spending.
A halfling peasant has the following options:
Manual labor: Surprisingly, halflings do ok here. You need four halflings to do the job of one human, but the costs come out about the same.
Crafts: halflings require 1/4th the income to enjoy the same standard of living, but still pump out as many knicknacks and craftworks. Put another way, human tradesmen will be pushed out of their jobs by halfling competitors. Cheap crafted goods for everyone! Halflings will also be stereotypical craftsmen, even if they're actually no better than humans.
Services based on brains or charisma: again, halflings have the cost advantage. But here I suspect that natural talents will override racial differences. Normally you'd see big differences in standards of living-- except that these aren't peasants anymore. The middle class's expenses are much richer in services, so the savings in basic necessities won't make as much of a difference as you'd think.
The upper class (nobility) will be mostly human still, I think. Ultimately, membership in this class is determined by martial/magical prowess. That's fine for mages, but I don't think you'll see many halfling knights.
This isn't dissimilar from the situation jews faced in medieval europe: pigeonholed into crafts and trades (in this case by law, prejudice, and education). They are hated by the peasants, necessary (but abused) by the nobility. The nobility get the peasants to let off some steam by blaming the halflings for their problems, leading to mutual suspicion and hostility, but also interdependence.

Slaves: how they're treated will depend on the region. In most cases, there's either equality or halflings are treated as a valuable if despised minority. Either way, I think there will be *legal* equality on a kidnapping law.
Since slaves are given only necessities, their costs of living are 25% as usual. You'll see them in every job, again dominating the crafts due to upkeep costs for their masters. If charisma or brains jobs are deemed appropriate for slaves, then halflings will dominate those as well, though they'll be stereotyped as the "competent low-grade" ones and humans and halflings will compete on equal terms at the top end of the profession. Halfling whores, for example, will be seen as the cheap streetwalkers, while humans are rarer and will be more expensive.
Notice how nearly all of this is due to differences on the cost side, not the ability or skill side. Comparative advantage can have some strange effects, especially on how people stereotype a group.
