What exactly constitutes a Muscle Wizard?
A wizard that uses magics to enhance their body in a way that makes them better at smashing things.
I actually made a decent build in 3.5, basically made a multi class martial/wizard that had school specialization in transmutation, and all of her spells were stat and AC buffs. With a couple of metamagic feats, her strength and AC could jump 10-20 points in just a couple of rounds.

They're sort of a reverse lich - by using various arcane magicks they keep their muscles to a high standard of condition while their bones are slowly ground to dust beneath their constant flexing.
Eventually the Mussel Wizard is left as just a writhing mass of muscle tissue augmented by the arcane might of the muscle wizard's mind and magickal powers.

HOW DOES SHE WORK
For what it's worth, the 5th edition monk is suppose to be a "muscle wizard" using arcane magic as "ki" to empower themselves, but we all know how WotC feels about monks.
