He's copying the characters and shapes, but it's never going to work if he's just taping multiple sheets of computer paper together and using a sharpie to inscribe the spell.
If he could actually read Xothic he'd be able to inscribe spells onto human flesh, but as long as he's just copying the symbols onto computer paper with pens or sharpies without understanding the meaning behind them he should be fine. It is extremely unlikely he could accidentally use magic.
Also he shouldn't be keeping this shit out in the open or allowing it to be put onto the internet or the AIs are going to learn magic. Even if he can't understand it, an AI could decipher this shit no problem.

So before I get started, I have a background in political science and cultural studies.
What's spooking me the fuck out is that the story follows EXACTLY what would happen if an AI "woke up". It would interpret the world through the context it's provided, the internet, and as a result, all the fucking rule 34 mashed into it's supposedly benign programing created a weird "reflection". What I mean by reflection is that it seems to consume media, verify its components against pre-established search perimeters, and "spontaneously" create content based on two vastly different streams of input. Those games with surgery and what not are exactly what a kid would do with their action figures or dolls, except the AI has no filter, meaning it can only think in the context of the information it's already consumed.

Yeah, this is mostly either bullshit (Enochian, kanji, "unnamed scripts") or coincidence (Royal Arch Cipher, Greek).
More than half of the characters are just modifications of the Roman alphabet: the Stargate symbol (as >>47981291 noted) means "A" just as it does in the Stargate logo, for instance. The characters for "M" and "N" are similar enough that I kept getting them mixed up: N is just M with a stroke missing. "C" and "D" are the circles with lines through them.
It's possible the font he's using (it's not really worth calling a "script") was copied from another source, but I'd bet a thousand fictional internet points on it being unique to this guy.

But for clarity, his C and D symbols are minimal-eccentricity circles with precise diameters; Θ and Φ (let alone θ and φ) generally aren't. His "P" looks a lot like ɸ; I'll grant that much.
It's clear that's not where he got those symbols from, though. Many of them come in similar pairs, representing letters found adjacently in the Latin alphabet: FG, IJ, KL, MN, OP, or the triplet UVW—generally with some difference in the pair being reflective of the original Latin characters. The CD pair is just another example of that.
