When you think about it, what the fuck is the use of a laser chain gun? The whole point of a chain gun is to get as many rounds down range as fast as possible. Lasers can go infinitely until their power source is depleted. The two together is a contradictory amalgamation.
The only real reason I can think of is if the power source for the laser has ineffecient cooling in some way or is still packaged inside cartridges.

Depends on the system. In GURPS, Psionics had a lot of minor, low-power effects that only required a skill roll to work, and magic could do some very big, flashy stuff... but it ate a ton of stamina to pull off. Since your Strength was also how much fatigue you had, it was easy to end up passing out from exertion unless you played some sort of muscle wizard. Though I believe they added an option to just buy extra fatigue later.

In a settign I was working on there was an order of gun nuns who used their divine faith to fuck with the path of bullets in improbable ways, but who also had taken Orders against spilling blood so they used their gun magic and special bullets to close wounds using special suture bullets that trail thread behind them, manipulate the environment around targets, as well as knock targets off balance or destroy items they're carrying.
What was interesting is that once you throw trick bullets into the mix you end up with a system not dissimilar to vancian magic - the gunmage/trickgunner has to "prepare" their "spells" (e.g. load their guns' magazines/chambers) at the start of the day in a process that can't really be done again until they have time to rest and focus on it.
Indeed, you get two kinds of vancian magic - you can load a gun's magazine in a specific order of "casting" for a magazine fed gun like a moist nugget or 1911, with an ability to switch out a small range of different "loadouts" if you take a round's action to do so, or you have revolvers that a trick gunner or gunmage can basically quickly select a particular "spell" from a much more limited load out of prepared "spells".
