There's not a lot defined about what they actually do, atleast not that I remember. One point is that they make the wearer invisible, with the Elven Three as the exception (their rings are invisible, instead of the wearer).
The Seven and Nine are, unlike the Three, apparently created as weapons of war/domination. And well, they're the Rings of /Power/, so you're gonna have some power to do Tolkien magic (which is mostly lots of subtle stuff). Might be able to use it as a boost with other stuff as well, maybe.
Though you're gonna want to make sure you don't become a wraith if you try out the Seven or Nine.
Generally though, it seems less impressive than you'd expect.

Those rulings also don't really take into account perks that say "you never stop growing in a ability as you keep training, your returns just get smaller" and stuff like the way Personal Reality and say, Strong Spark from Girl Genius would interact.
So, for what this anon's opinion is worth, don't treat it as "you can't get more powerful" and instead as "you won't become what the setting defines as level 6"

Given my lack of sticking to a chain past 100 jumps in favor of a new one, little thought has been given. More likely than not? It can be summed up as settling accounts. It's a malleable physical object. If you have the engineering and technical knowhow, then you can do whatever you'd like to it. Nothing about the LoT is backed by Jumpchan Fiat or Warrantied however, unless you find a way to loophole it through an import or something.

There's also some powerups that increase speed.
Take it Into Overtime from Barklys Shut and Jam can give you double speed in the last ten seconds of a competition or tenfold in the last second. And a second lasts a long time at super speed.
Chi Up from Lego Legends let you use chi orbs to double your speed
Bring my Gloves from Carnivore jump doubles your speed when fighting something larger then you.
Obviously how powerups interact with other perks is up for debate.

They look a bit too gamist. They rely a lot on the reader knowing the details of D&D/Pathfinder (which also means they're not "Generic RPG" jumps, they're a specific RPG). It winds up feeling kind of...well, I don't mean to insult your friend, but it feels lazy.
