Prison Break?
Your characters live in a massive two part city.
Below is the Yard where all the prisoners live. They are branded on their necks and wrists with a magic brand that will cause their head and hands to explode if they step outside.
Even if they are done with their sentence the brands will never go away and a new design is added for every offense they incur. Children of people who live in the Yard do no inherit their parents sentence and are referred to as Freeborn. They live above the Yard and are the only ones who can move between the upper levels an and the Yard freely without special permission as they to have a special brand to mark them as such.
People who live in the Yard can and do still work except the Wardens have control of who can come into the Yard or not and often screen many trade goods going in and out of the Yard for contraband this has formed a strange yet functioning economy where the Wardens act as the governing body for the city.
The only time when anyone is actually ever executed is when one is found to be violent and kills other prisoners for no reason otherwise if you commit a crime if you can't pay the reperation then you may be given a sentence down in the Yard where you can find employment (or continue your trade) from the ocnfines of the Yard until you pay the debt in it's entirety.
