Well, from what I can tell they actually can rotate, but most of the guns you put on them would likely have low tracking and function as your main damage dealers.
Least that's what I gather.
In my posted build, I tend to basically rely on my point defenses to hold off attacks, and the heavy lasers and missiles to nickle and time tougher foes before I can crack them open with a full salvo of quad railguns.

I just now realized that I forgot to put a limitation, that allows you to steal a tech tree from only one faction. In your example you would be limited to only one of those factions, and you won't be able to build something new, only what you've seen in the game. Game specifically, if there's some kind of universe-destroying wunderwaffe in a book or a comic, but not in the game - then you don't get that.

I’ll be an ambush predator, always fighting near the water so I can escape and always on my terms. The Rangers will be the easiest to deal with; I’ll try and lure them out by sending my mooks to attack shopping centres or cinemas, not kill just to cause chaos. By attacking multiple places at once they will be forced to split up, allowing me to attack them one at a time. I’d rather not kill them, just stop them from interfering.
I’ll do the same with the Magical Girls only always attacking during school hours, making it harder to keep their identities secret. After that it’ll be a matter of capturing their families and offer the Magical Girls a deal. Help me take out the Dark Hero then they can have their families back, if they kill me they will never see their folks again. After the battle with the Dark Hero they should be suitably weak for me to finish them off.
Failing that are there any other Bio soldiers in the area who could lend a hand in carving up some edgy anti hero?

My first order of business is to get the hell out of dodge. To do this, I'll walk very far, stopping at places to get some food. In particular, I'll target those places that give food to the needy, get a head start on my evil, you know.
While this is happening, I'll open up a new bank account and curse people to hoard money, y'know, so I can have something to buy stuff with. In addition, I'll use my Envy II ability as much as possible to get a nice car and plenty of extra time to freeze.
From then on, I'll live a mostly nomadic lifestyle, going from place to place, eating everything I see, cursing everybody to lose nights of sleep or possessions, and making a large amount of money. While on the road, I have a few particular targets; namely jewelry stores, places like Fort Knox, and anywhere with shit tons of gold. Once there, I'll use my powers to freeze time, break into the place, and eat all of the gold. Should become a demon within a few years, but I'd like to stay around a lot longer, just to secure my position.
