Given all the description from the book, it's set in late 70s as evisioned in 1970. Red remembers "old times" that seems to be mix of typical Russian stuff (anything about his family) and post-WW2 Britain (anything to do with old economy). Names are a mix of Russian and English ones, but that can be easily rationalised.
The safest bet is to say the whole book takes place in Fictionland, Earth.

That's contradictory.

Bronn is a bantsmaster, but he's not chaotic. He weighs his actions carefully so that he doesn't get dragged into bad situations he can't benefit from (such as when he refused to fight Gregor for Tyrion). He's textbook True Neutral, and might slightly lean towards Neutral Evil if you take his remark about killing babies seriously.

Bronn doesn't enjoy killing babies, he won't go out of his way to find jobs that kill babies and most likely he'd try to avoid killing a baby if it comes up during his work, but he'll do it if you pay him enough. That's chaotic neutral. Add on to the fact that he has a certain resentment for any kind of authority, doesn't respect loans etc. He's definitely something chaotic.

Plus deciding to not get into a suicidal fight isnt a contradiction for being chaotic, every alignment has a sense of self preservation.
