I suspect it's not a common weapon by any means, and you might get some weird looks by the traditionalists, but they existed.

If it looked like what it was in the picture? Then not very, at least historically speaking.
Remember, war-hammers developed in response to the wider proliferation of metal armors (particularly plate) during and after the hundred years war in Europe. The hammer or pick-like head was useful to either deform the armor (and concuss the wearer beneath), or penetrate deep enough through steel plate to cause injury.
This isn't really an issue for cultures where you have low-quality ore and thus don't have a lot of metal armor about, like in most Eastern-derived settings.
That being said, it's fiction. Do whatever you want.
