I always see people shitting on High Rock as the possible setting for TES VI because 'generic medieval england' but I actually see potential in the province if it's done right.

I imagine life as a middle-upper class breton in any of the cities to be pretty comfy. Bretons are nerds and have many shelves filled with books and alchemy reagents, maybe even growing some themselves. I like Imperials, but the pros and cons are their own thing. One one hand, they eat 4 meals a day, on the other hand Imperial food is garbage.

Also, they seem fairly educated, and their cities are fairly advanced and have improved hygiene , and although bureaucratic, their life is organized and seems pleasant enough.

While I can't say this entirely with confidence outside of examples, Breton men tend to go for Redguards (possibly because of hypergamy due to the war) and Dunmeri Women. Some Nords also go for Breton Women.

Also, Imperials marry outside of their race, although that might also be hypergamy.

Roscrea has a jagged and cliff-faced coastline, making it very difficult to get on it at all. Most of the island is covered in frostwood (like in Atmora, huge trees with trunks covered with specks of snow and ice). In the middle is a small, dormant volcano, surrounded by hot springs like in Eastmarch.

Well, Skyrim's jarls aren't actually kings, they just govern a hold, and Skyrim still has a high king.

Hlaalu Helseth might get overthrown but I'm wondering if anyone would take his place or the dunmer would scrap the monarchy while they're at it.

Now the Fighter's Guild is even more free form and less regimented, being the standardized mercenary company. This means there's not many "joint operations" outside of a few like the FG mission in oblivion where they cleared out a goblin mine, where as that was only 4 people including the CoC and lasted less than a day.

That would be more on an individual basis, but most of the time I'd say most people wouldn't want to think about being with an Orc.

I'd say it most likely the same as in real life, where most people care more about who the person is than whether their skin is green or not, with the exception of wanting to not "taint" bloodlines or be embarrassed about the shame.

As for how other races view each other, that's a long one.

Well they grow them like mushrooms, apparently using grand souls. I'm guessing that's how they control the growth. The actual act of growing is probably just unexplained knowledge, some kind of mix of blueprints and a greenthumb. Makes sense an orc was the builder.

I think it's kind of cool. I'd imagine legions might take some pride in their distinct look. Imagine a great army camp at wartime, soldiers and officers from different legions, races and provinces, all members of the Imperial Legion, yet no one quite alike.

I'v been thinking about running a High Rock game as well. I haven't read too much about about bretons yet but I have some basic ideas for setting stuff.
For commoners.
Since full out magic isn't super common I'd think most normal bretons would be all about alchemy and enchanting.

I've only finished Skyrim's main quest (yes, I have played both Morrowind and Oblivion aswell but got sidetracked), what role do elder scrolls play in the other games? I know Skyrim involves 1 scroll in the main quest and another 2 in dawnguard.

The Falmer had an "alliance" of sort with the Dwemer. When the Falmer cause on the surface was lost, the Falmer called on the Dwemer to shelter them.
Now, the Dwemer didn't want this. You can imagine several reasons why they wouldn't want to take on Falmer refugees.
But instead of denying the Falmer entirely, which they could probably have done with little effort, the Dwemer saw potential gain. They accepted Falmer refugees, but only on the condition of mass mutilation. The Falmer had to give up their sight.

It's uncertain if the Dwemer planned to enslave the Falmer from the start, but it is not unlikely. Some texts imply that the original offer of the Dwemer wasn't just that the Falmer must give up their sight, but that they were to become a servant race from day one. Servant became slave.
As far as the Dwemer were concerned, the entire ordeal was quite profitable.

Over centuries of enslavement and Dwemer interference, their condition changed from "just" permanent and inheritable blindness to horrifying physical and mental degradation.

I kind of feel like I should emphasise how badly the Dwemer actually handled their new role as slavemasters.
So, from their point of view, they were off to a great start. They had slaves, and the slaves had all been crippled, meaning they weren't a threat.

Now, the fact that they were all blind, and at first not adapted to using other senses to compensate, meant that they were fairly poor slaves at a lot of tasks, but it was nevertheless free workforce.
So it worked great from the onset because of the idea of keeping the Falmer weak. For centuries, it worked pretty fine by all accounts. There's Dwemer torture devices, so discipline was clearly needed, but it nevertheless worked. Even if the centuries matter less if everyone involved is elves.

But here's the great flaw in the Dwemer method. The degradation of the Falmer actually made them harder to control.
There's a big difference between a early Betrayed, which is just a blind elf slave, and what the Falmer became. The Betrayed as a result of Dwemer shenanigans became violent, unstable savages with an unending hate for the Dwemer. Physically, the Falmer were much better adapted to the depths of Skyrim than the Dwemer themselves, and might already then have developed a symbiotic relationship with one of the most terrifying predators in the deep.

I am making an illustration/concept art for Numidium according to which I will make a 3d model of him later because quite frankly I think that all of the current illustrations of Numidium do not rely on what he is and his ingame descriptions enough or just copy Akulakhan which was not Numidium but a Sixth House copy and their symbols can clearly be seen in it's design.

Design will consist of three parts, the organic grown body.
Clearly Dwemer in Vvardenfell were so advanced that their technology was almost semi-organic which was further developed by Sotha Sil. This can be seen in several of their Annimanculi especially the spiders and in the way Akulakhan is constructed. Core difference being that Dwemer plans for Numidium and his other illustrations display a hole in his chest as opposed to his stomach cavity where Akulakhan had Heart installed.
Second layer will be support structures of Numidium, mechanisms and devices attached to him so that his body can actually move at that size and so that Heart of Lorkhan/Mantella can actually be connected to him.
Third part is his outer layer which from illustrations of Numidium in Daggerfall and Arena is a lot Morrowind like, Golem-ish and crude, harsher edges and spikes.
And third part is the Golden skin of broken down Dwemer souls, which will be an aura of sorts that looks more solid in some parts, with Dwemer runes flying around. Another thing that I will implement into his Golden Skin are Dwemer shades following him in his footsteps, I think that Arniel's endeavor in Skyrim is somewhat of a close aproximation of what happens when a guy gets broken down near a Lorkhanic source and Dwemer shades in ruins/shade of Arniel that you can summon are sort of like leftover echoes, maybe Memory part of a trifold with a Animus and Anuic remnant stripped.

While the Skaal are part of Solstheim, there's no need to tie them in with Hermaeus Mora or Miraak himself, more than nescecary. Their involvement was more than needed, and too much for my liking.

Has anyone written or read any TES "fanfiction" in the vein of the Infernal City, and by in the vein i mean that it is the story written is original with a basis in established lore. All I could find is poorly written fiction surrounding the CoC or the LD, very dry stuff whereas I think that TES has so much more potential and could be a fun universe to explore with writing. I may attempt this, but I'm curious if anyone else has, thanks.

The dwemer in skyrim seem to use soul gems to power their constructs, unlike in morrowind. Notice also that black soul gems only became a thing after mannimarco's apotheosis. So, the dwemer found a way to "degrade" the falmer so they could fit into white soul gems and power their machines.
Falmer being slaves just because always annoyed me, seeing the dwemer could possibly make robots that did a better job.
