It is in the range of neutral/evil.
After all, you are forcing them into an unnatural life they are unfit for and will probably die painfully not too long after as it would be unnatural for them to adapt to such kind of physical transformation. Even worse if you transform them from mammal into reptiles and whatnot.

Now. It COULD be a more neutral/good thing, if you had someone to keep care of them , and promising to turn them back if they will learn their lesson for good.

I'm gonna say True Neutral. Sealing one's foes represents some manner of care for their well-being, which implies sympathy for their evil nature (but not enough to not seal them, obviously).

Well, a bug wouldn't be able to experience "pain" in the sense that we do, given how differently they process stimuli. Then again, they could experience something equally bad or even worse. I can't really say which I'd prefer, dying painfully now or maybe dying even more painfully in the near future.

That's assuming they're retaining their human intelligence, memories, and goals though. Which *would* be pretty evil, yeah.

If they're actually acquiring an animal-shaped consciousness, though. It's less clear. You might be well be turning a dangerous and unhappy wizard into a harmless and happy housecat to everyone's benefit.

I do think that barring specific requests from the bad guy that you have an ethical duty to go for a housepet, livestock, or small apex predator. If you're just going to turn them into an isolated prey species and wish them the best of luck you might as well just put an arrow through them now and save everyone some time.
