Grabbing the pdf now, time to look through and see how bad it got screwed up from first to second edition. (note it may not have, but let's be honest I don't have high hopes for a lot of games, bad experiences and I'm a derp most times)

Pick a trait, something like Finesse or Brawn is probably going to be more generally used, particularly with combat factored in, and dump both of your trait points into it (to bump it to 4), and then pick a nation that lets you pick whichever trait you first picked, and apply that bonus to bump it to 5. Pick backgrounds with some overlap in skills, spend points to bump as many skills, as you can up to 3, and try and make sure something for combat like Brawl or Weaponry is one of those. And when you work on your stories to increase your stats, you'll want to prioritize maxing a skill out to 4 and then 5.
Basically what you'd do in game is to say you're doing something that relates to your maxed characteristic and one of the skills you have at 3 (or the skill you have at 4/5, later on), and then if need be, after you roll the dice, say you changed your mind and want to do it another way, which imposes a 1 Raise penalty for Improvising.
And there's other things you could do to increase your odds of success in general/with a specific trait/skill by using specific Backgrounds and Advantages, but this is just a more general way of doing it. And keep in mind, this is a particularly annoying and cheesy way of doing it; I wouldn't recommend it unless you particularly want to piss off your GM, and even then the GM should likely figure out a way to stop you unless they're particularly adamant about doing things by RAW.
