1) Lack of identity.

CSM aren't meant to be direct analogues of SM; Cool. Except their equipment and units are way too close to SM with all the nice shiny toys gone. CSM can only have 2 special weapons for some reason, Havocs can only have four heavy weapons, because reasons. All of their equipment is identical to loyalist stuff except for the Reaper Autocannon, but they don't get grav, or teleport homers, or drop pods, or w/e: All the good bits of loyalist equipment. What's more, none of the Chaos-specific stuff is terribly good. Each type of daemon engine has some pretty glaring problems; Possessed are no different than assault marines that traded their grenades and jump packs for a daemon save and S5, Land Raiders are the shittiest varient, etc.

2) Lack of special rules making them boring. Chaos' sole special rule is Champions of Chaos, a rule that is, at best, fluffy but doesn't ever effect the game because nothing ever gets something useful out of a challenge. Marks are a poor replacement for chapter tactics to begin with (Like half the legions aren't god-specific), and stat-line changes are boring. That's ignoring the fact that like two and a half of the marks are garbage, as are two of the icons. VOTLW is neat, but it shouldn't be an upgrade, and doesn't exactly represent veteran CSM the way it's supposed to since it's most expensive for the guys who should, logically, be more likely to be veterans.

3) Points inefficiencies, and inability to get redundancies. Lots of shit in the codex is a lot more expensive than it should be, the codex has real problems with hitting all the bases you need a list to it. Fast assault troops? Objective grabbers? Really only found in fast attack. AP2? Heavy Support or super-expensive chosen.

4. Garbage formations. This one should be self explanatory.

You might want to try and convince him to start a second army that he could use as his main one instead of orks (though that would depend upon financial situations, not everyone has the money to have more than one army, and very few can start a new one and begin with a large force), allowing him to relegate his orks to something played only in fluffy and for fun games

The Surian Desert Dogs. Formed out of a Tallarn regiment that was merged with a local PDF force, they're experts in lightning mechanised strikes, guerrilla warfare, and desert survival.

They've been fighting a guerrilla war against an Alpha Legion-backed cult, and were expecting to be reinforced by the Ultramarines, but the Ultramarines took the view that they've been hiding on a chaos infested planet for far too long to be uncorrupt. I gathered my Sapce Marines figurines. I had about 70-80 Space marines : 40 tactical marines (6 of them are not assembled), 10 devastator, 10 scouts (five melee, five normal), 5 assault, 5 terminator, an normal archivist, a chaplain with reactors on his back, the supermarine captain of the 2nd company (can't remember his name), a rhino, a vindicator, a whirlwing and a few other figurines.
I used to play casual games with my folks (they played orks and necrons) so I mainly bought figurines because they looked good, not because they were espacially effective.
Can I gather a decent army around 1500points among this figurines with the new rules ?

It's a lot harder than you think for a CEO to implement changes to a company. Internal culture is a powerful thing, especially when things seem to be going well.

It's easy to mandate discount bundles. It's harder to implement changes on a constantly rolling, expensive and time-consuming creative process. The models alone begin design and production a long time before they ever hit the stores. Plus there's tie-in novels, long-term plans etc. All these things cost money to produce, and any changes cost money to implement, and all of it needs to make money when they launch.

These processes start years in advance of their release, so it may still be a long time before we see any creative input from Rountree filter into the product.

Like alot of time. Work on the dark eldar dex began back in 5th or early 6th IIRC. It took something like 7 years. Granted a huge part of that was because it wasn't the main focus of GW, but still, it takes a while for stuff that is the focus to be made. A lot of this stuff probably began under kirby or very early into rountree's tenure.

Don't run Riptides. If you MUST, only use one. Ever. Avoid the ion accelerator.

Do not use Buffmander. If you like the look of BCs, good because they are not overpowered and you can spam them if you like.

Avoid spamming plasma. Consider running MP Crisis over Broadsides and run Broadsides with rail rifles instead. Use fusion blasters in moderation.

Don't minmax your Crisis teams. Each squad should have three, minimum. If you feel the need to especially handicap yourself, mix the roles of the squad members (hard mode: don't give them target locks).

That about covers it off the top of my head. You could also avoid markerlights or at least use so few of them that you really have to play very smart to get a lot of use out of them. I do all of this and people seem to be okay fighting against me in my casual meta.

The formations in those supplements were released right alongside AoD. Take a look at the difference in the formation bonuses. The lack of effort, creativity, or just giving a fuck at all is plain to see in BL/CS formations. Not a single one of them is good. Compare the Sorcerer formation to the Libby Enclave. It's baffling that they put it to print.

Been looking at Mont'ka because I'm starting with IG, and man, so close but so far.

The detachment could be great if they shaved 1 from every number greater than 2 in the requirements for the core choices. It that close to making the IG seem like something actually good.

On a related note, still think that a Deldar could be fixed with a powerful enough supplement with detachments and such, but it would have to be really good.

if there were no formations, and you wanted to only take the most powerful options, you'd still take the same units all the time.

There has been a flaw in the execution of this design element in that some formations are massively more powerful than other options, but that's an execution flaw and that can happen with anything, and has. It's not a problem with the concept of formations.

Generally, Chaos lords that aren't juggerlords are shit, but a Slaaneshi Lord with LC+PF on a bike with a Mark of Slaanesh biker squad with Icon of excess is pretty alright.

Example of a good formation:
>Jump Pack Captain
>3-5 Units of Assault Marines or Assault Terminators
>Units from this formation may Deep Strike at the start of any friendly game turn. They may Assault on the turn they enter the battlefield, but if they do so, overwatch shots are taken against them at full BS for that turn.
