My setting has 4 kinds of elves.
Dusk elves live in the forests and the caverns. These are elves who have grown attuned to the element of earth over a few generations living in these earth-heavy locales, shaping their mentality and giving their skin a darker hue. They have some cultural differences according to the demands of their environment, but by and large are fairly similar: They have a tendency toward fierce, territorial xenophobia, and a strong insistence on honor and tradition (which usually includes a number of rather arbitrary and odd customs, to outsiders' eyes).
High elves, on the other hand, are so named for their lofty attitude and odd proclivity to build tall towers. They are attuned to the element of air, and as a result are arrogant, impulsive, and creative, but flighty. They can be quite brilliant, but rarely have to follow-through to see a project to completion, so most end up amassing quite the collection of half-finished concepts. All well and good when their creative urges lean toward music, art, and fashion, but potentially dangerous when they dabble in magic or alchemy, making hazardous things that never get all the kinks worked out or even developed to the point of basic stability. Your typical "mad wizard" is often a high elf.
Then there are also the frost elves, basically Viking elves from the northerly coasts and frozen mountain peaks, attuned to water, and nomadic elves, warlike horsemen and herders from the warm grasslands and deserts, attuned to fire.

Actually "to scover" is derived from an elfish word and roughly means to curse something in such a manner that the scovered object, or even the general practise of hygiene, would bring great misfortune and suffering to anyone making use of it. Who exactly scovered combs and hygiene for the elves in the first place isn't entirely certain anymore, there's a case to be made for both dwarves and orcs being responsible, but another theory is that it was a result of a grand elfish spell being miscast that would have made all elves as fabulous as gods.
Either way, the high elves descovered combs and hygiene about 700 years ago, and have been using them to great effect ever since. Many elves are traditionalists, however, and refuse to change their lifestyle simply because the curse is gone. Others refuse for religious reasons, believing that the scovering of combs and hygiene was punishment by the gods, and feel that they must atone by forgoing both until their natural death.

Quite frankly, High elves/Liusalfar would probably live in the plains and near the cost where wind and sun can easily reach them.
This would probably explain why they have the most impressive cities next to Dwarves/Dökkalfar, since they live in areas that offer themselves to establish port cities and trading posts where travelling merchants cross paths. The high amount of passing travellers probably also means a high exposure to foreign ideas and scientific theories, which leads to an incredibly advanced society.
Concluding from that the High Elves would probably have an extremely rich tradition ground in hospitality and guest right and a very diverse cuisine.
As the general wealth of the High Elves increased and the Elflords became more and more removed from the common man, those traditions slowly faded into obscurity and only small rural communities still practice it.
