"Adventuring" is just roleplaying shorthand for "doing stuff for experience." That includes beating up monsters, excavating tombs, removing bandits, and uncovering sinister plots. This is almost universally done outside any legal jurisdiction, because if the local authorities wanted it done they'd make a contract with mercenaries instead of waiting around for some maniacs from two kingdoms over to do it for next to nothing.
