1. Go full intrigue. Everyone is scheming and backstabbing, but there's very little literal backstabbing.
2. Classic dungeon crawl, except all the monsters in the dungeon are way too hard for the party to kill, so they have to either get around them, trick them, or bargain with them.

You grow tulips. They are very rare tulips. You have to get rare treatments for them, look over them, protect them from the rain and snow. Maybe even craft a small greenhouse.

Small town drama/politics. Put enough strong egos in a small area and it's only a matter of time before the pressure starts rising. Throw in some threats to stress everyone out and put them at cross motivations: a disastrous storm brewing, a mysterious illness, a power vacuum springing up in the local government/church/guild/etc.

Look at any American "drama hour" show and you'll know what I mean. No BBEGs, no questline, just a collection of shitty people forced to coexist under stressful circumstances.

A druid/wizard/friendly neighbourhood cult leader requests someone(s) to retrieve a particularly rare specimen of flower/fungus/whatever for research/components/incense etc. Good payout. Sounds like an easy job.

But it's rare for a reason. It grows in very inhospitable conditions (where no wild animal/bandits/raiders would bother treading), a long way from civilization, and is particularly fragile. It's probably near-extinct.

For added stakes, it's possible that more than one group was tasked with finding one (since they're so damn elusive), leading to conflict when 2+ groups find the same specimen.

Are your players world-bopping nomads, or do they stay in one place for long periods?

If they stay in one place long enough, then it might be refreshing to deal with logistics and housekeeping. Especially if they run a business.

Oh yeah, and if the mines cave in there's room for a search-and-rescue situation. You could do similar stuff with residential fires (either natural/arson), or with actual flood warnings/preparation.

Easiest one desu.
There's a lot of this in Chinese history. Sima Qian wrote some on it, but even Xiang Yu, if the PCs aren't doing the violence part, could be an example. Xi Shi would be good, too.

Basically, Xiang takes over a bunch of kingdoms after sucking at everything in childhood, but ends up being an extremely good warrior and general, mostly because, he could read and write because he dicked around so much in his studies. He started studying writing, then swordplay, then warfare. Then he and his dad backstabbed some guys (well, decapitated really), and Xiang became the enforcer for the kingdom. Eventually there was a big conspiracy, his army was chased for a long time, caught out near a river, most of the foot soldiers are killed/routed in his retreat. Then he has this big last stand with his horsemen at a bridge. He donated his horse to the town's leader. Of course, he goes down in a blaze of glory, kills a lot of guys, and is dismembered. Then they divide up the body parts and it ends up getting passed around to show that they got the bounty.

Xi Shi is a little less violent. Basically, the king of Yue imprisons the king of Wu. Yue is later conquered by Wu. Yue must give tribute to Wu. The King trains a few women, one of whom Xi Shi was, as tributes but gets her to convince the king to execute one of his top generals. Xi Shi succeeds by convincing the king of Wu that the general is paranoid for thinking Yue would actually invade, so the general of Wu is ordered to kill himself and carries it out (asking for his eyes to be removed and placed at the gates afterwards, so that he may always watch over them). Yue then invades, the king and Xi Shi then get on a boat and live happily ever after, except in the version where she falls off the boat and drowns.

So basically, indirect killing is best. Helps if suicide is an option for drama purposes.

I have always loved this idea, but my players will, without fail, fight to the death with every single enemy they come across

If you want -action-, but not -violence-, then three plots come to mind: mystery, heist, and travel.

In mysteries, you often get chase scenes and dramatic showdowns, but in most mysteries there are no actual fights. I'm not sure if you count murder mysteries as a form of violence, but there's other forms of mysteries. The Lord Darcy series is an excellent fantasy mystery series with little out-and-out vioelnce.

Some forms of heists work well, too, and most of them have many a good chase scene - just have the guards be after you! More Oceans Eleven than Leverage, if you see what I mean. Especially if the heist involves social engineering / a con, more than brute force. The Lies of Locke Lamora has lots of violence, but the non-violent heist bits are my favorite and I recommend looking to those for inspiration. I'm sure there's others, but none come to mind.

A travel story is another great possibility. You get man vs. nature, battles against the elements and the weather, and if you wanted to be really nasty, you could have the party be hunted or pursued by packs of wild monsters, or a massive monster. You don't even need monsters, though; intrigue along the way, and nature itself, will provide plenty of interesting obstacles.

I've got one that I'm yet to test myself. I've started playing dungeon world with an all-girl group. I discovered that, while they enjoy combat, they don't enjoy grim stuff. At one point they even started arguing if they shouldn't have killed the nasty goblin creature that came at them with a rusty knife.

To amp up the good vibes, I want to focus on magical monsters that are being imprisoned or hunted. Very few monsters they encounter will be evil. I figure that with some help from NPC's, they'll feel the urge to create a magical animal shelter.
