Use hero system. It's specifically designed for super hero games of different power levels. From expert humans to super heroic feats of superman.

Well, like >>47339422 said, don't be afraid of making an original setting. In fact, go with setting creation just like they do in Fate Core, that way your players have some say in it too and everyone can be on the same page. It helps to codify things like where powers come from, how people feel about them, what types of powers there are, etc.
The other option is to go with a setting your players are already all familiar with. Marvel, DC...hell, you could run your game as if it were set in the CW-verse with Arrow, Flash, and the like if you wanted to. Again, this gives all the players an understanding of what tone you're going for and what's possible within the setting.
As for Fate itself, they did a super-power setting called Venture City.

You should look into Wild Talents. Even if you don't use their ORE-based rules there is a lot of good info for superheroic worldbuilding.
